Consultancy: Climate-Conflict-Migration

As part of an ongoing initiative to strengthen institutional awareness, knowledge and activity related to the climate-conflict-migration link, where IOM has significant global programming and related large scale data collection efforts ongoing, IOM is examining the intersection and combined effects of climate change, environmental degradation, disasters, security, conflict and migration on affected communities. This includes considering how IOM can more effectively adopt integrated; inclusive; rights based-; conflict-, environment-, and gender-sensitive; and context-specific policies and interventions. This will build off IOM's previous research initiatives on the topic, and will aim to strengthen IOM's leadership role particularly from an operational perspective.

IOM is continuing to develop its institutional orientation on the climate-conflict-migration link by increasing strategic planning and organizational capacity as well as further streamlining climate-conflict-migration principles throughout programme design and implementation, particularly in crisis and fragile contexts. Along these lines, a consultant is required to support with the creation of an institutional positioning document intended to standardize and strengthen IOM’s programming and processes.

Tangible and measurable outputs of the work assignment

1. Institutional Positioning Paper on the Climate-Conflict-Migration Link:

Climate-conflict-migration programmes grounded in solid institutional strategy are more likely to be contextually appropriate and sustainable. As part of IOM’s continuous effort to systematize, harmonize, and strengthen project development and implementation processes across all missions, a consultant will be hired to support with creating an institutional positioning document on this link. This strategy document should aim to define the link (including exploration of general thought), identify IOM’s potential entry points including existing programming that could be expanded to explore obvious and less obvious synergies, institutional priorities, comparative advantage, mandate justification, and recommendations for IOM’s future engagement, as well as potential risks and conflicts of interest. This will include conducting a review of existing tools and best practices currently used by IOM as well as external entities, including but not limited to donors and potential partners. IOM will retain all proprietary interests on any materials, documents and events prepared by the consultant under the assignment.

Description of deliverable 1 (90% of Level of Effort [LOE]): One document approximately 35 – 50 pages in length. Main narrative will include text boxes, IOM case studies or examples, tables and some graphics. For electronic publication only.

Tasks and deadlines under deliverable 1:

  1. Literature review including repository of research materials and annotated bibliography, including relevant IOM documents/tools, donor guidance, and climate-conflict materials published externally (separate from the positioning paper)
  2. Review key donor guidance or requirements on climate-conflict-migration
  3. Interview IOM staff in HQ, regional offices and 8 - 12 missions, with interview protocol determined together with TRD and MECC
  4. Lead TRD, MECC, and other relevant colleagues in brainstorming and strategy development sessions
  5. Agree on an outline of the document, together with TRD and MECC
  6. Prepare first draft to share with TRD and MECC for review, input and approval
  7. Prepare final draft for publication and launch

2. Presentation to key stakeholders with TRD and MECC: Upon the completion and publication of the positioning document, presentations/webinars will be given to key stakeholders in priority field missions, regional offices, and HQ.

Description of deliverable 2 (5% of LOE): To be determined in collaboration with the consultant.

3. End of assignment report: The end of assignment report will be shared with TRD and MECC and include an outline of key challenges, lessons learned, recommendations for process improvement, etc.

Description of deliverable 3 (5% of LOE): Five-to-seven-page report with an overview of the process, challenges, lessons learned, promising methods or practice and recommendations for next steps.

Performance indicators for the evaluation of results

  • Quality of deliverables;
  • Adherence to workplan;
  • Communication and collaboration with IOM counterparts.

Education, Experience and/or skills required

  • Completed a master’s degree in political or social sciences, international relations, environment, law, or a related field. PhD in related topic an advantage;
  • Proven experience in designing strategic guidelines, manuals, programme logic, results frameworks, and short term to long term organizational plans related to the climate-conflict-migration link;
  • At least 5 years of progressive work experience in research, analysis, programme management/evaluation in areas related to the climate-conflict-migration link;
  • A proven successful record of consulting/publishing experience in technical policy-focused research on the climate-conflict-migration link and/or related topics;
  • Knowledge and understanding of the UN system and past work experience with the UN or IOM in particular, would be an advantage;
  • Advanced research, writing, outreach, and communications skills.
  • Computer/software literate (Microsoft Office, Publisher, Sharepoint, etc.), including graphic design as an advantage.
  • Experience of working in a multi-cultural setting and upholding UN principles.
  • Proficiency in English Language.
