Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organizations. Together with its Belgian and international partners, Enabel provides solutions to tackle urgent global challenges: climate change, urbanization, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1,800 employees, Enabel manages some 150 projects in around twenty countries, in Belgium, Africa and the Middle East.

Context

The Democratic Republic of Congo (DRC) is the most important partner country for Belgian government cooperation. Enabel has three hundred employees there, including around thirty expatriates. Belgium is the third bilateral donor to the Congo.

Present since 2001, particularly in the fields of rural development, opening up, vocational education, health, water and energy and in 11 provinces, through some twenty offices and branches, Enabel can assert a great proximity with the beneficiaries of its interventions. In the DRC, Enabel also implements projects for other donors than the Belgian State such as the European Union, the Central African Forest Initiative (CAFI) and the Green Climate Fund (GCF).

In this context, Enabel is actively looking for two Portfolio Managers who will work in the provinces. 
 

Description of the function

As Portfolio Manager , you report directly to the Resident Representative of the country and are in charge of managing the sub-portfolio and the achievement of its objectives specific to the province or provinces that will be attached to you. You are directly responsible for a team of several project managers. 

The provinces being particularly isolated and offering a very basic environment in terms of accommodation, comforts, supplies, expatriate presence and health structures, the position is not suitable for a family and requires good physical condition.

Expected responsibilities:

  • You coordinate all the projects of the sub-portfolio in collaboration with the project managers;
  • You are responsible for achieving the specific objectives of the sub-portfolio and related interventions;
  • You act as the main interface for relations with provincial partners (including provincial ministries) and the representation of Enabel in Kinshasa;
  • You ensure the integration of the various interventions of Enabel and pay particular attention to the quality of the collaborations between them;
  • You ensure optimal use of available resources, in compliance with Enabel rules and procedures;
  • You lead the teams placed under your hierarchical responsibility.

Your profile

Required training level

  • Master in a relevant field and in connection with the supervised programs.

Required experiences 

  • Minimum 10 years of relevant experience in the management of rural development, education, health, infrastructure, decentralization, or institutional support projects involving several local actors working in synergy to achieve the expected results;
  • At least 5 years of experience as a team leader .
  • A work experience of 5 years in Africa is required, knowledge of the DRC is an asset ; 
  • Proven experience in institutional and organizational strengthening, as well as in local development processes. 

Skills and knowledge required

  • Broad and in-depth vision of all aspects related to international development;
  • In-depth knowledge of project management methodologies;
  • Ability to develop and manage inter-institutional relations (networking);
  • Excellent convening and facilitating skills;
  • You speak and write fluently in French or Dutch. Given the working language of the DRC and the international context in which you will be working, an excellent knowledge of French and a good knowledge of English are therefore required.

  • A salary package including the gross monthly salary corresponding to our scales (class 7) , as well as the advantages linked to your expatriate status within Enabel such as a remoteness, assignment, arduousness allowance, coverage of housing costs (capped), a removal and installation allowance, payment of school fees for accompanying children (capped), an insurance package for the whole family including repatriation insurance, round-trip plane tickets once a year for the whole family, etc.
  • In the event of expatriation without family members (dependents), up to 6 additional return plane tickets per year to the country of origin or any other destination (capped according to Enabel's regulations).

The different amounts vary according to the relevant experience recognized for the function and the family composition.
