The Austrian Study Centre for Peace and Conflict Resolution (ASPR) is an independent, non-profit and non-partisan organization. It is engaged in research, education/training and practical conflict transformation.

Summary of the position

The Technical Advisor is a water resource management expert who supports the ASPR project team by providing objective technical expertise for the Conflict Transformation activities conducted in Libya. The Technical Advisor also provides technical input into the research conducted as part of the project and will report directly to the Project Manager. The provided inputs will be shared with the relevant authorities and stakeholders in order to support the country´s overall water resources strategy to move towards sustainability.

Responsibilities

The scope of work for this consultancy includes but is not limited to providing expert technical and research advice and support the dialogue process. Against this background, the scope of work for this consultancy includes:

  • Accompany the process of developing a pool of relevant stakeholders across Western Libya and the establishment processes self-managed by local insider mediators by providing impartial and expert input on issues of technical nature, especially in cases where such information and knowledge is lacking.
  • Lead on meetings with technical/water resources stakeholders from authorities and community members in Libya and assure proper data collection as well as reporting.
  • In particular, support the Research Officer and Project Manager in implementation of the project activities, such as participating in training sessions and meetings, contribute to project reporting.
  • With the support of the Project Manager, lead drafting project documents, such as implementation protocols, communication lines, Minutes of Meetings (where applicable) for all matters related to water resource management.
  • Regular reporting on the project implementation as per requirement of the funding institution under guidance of the Project Manager
  • Provide the primary point of contact in the team for all matters related to water resource management to ensure a consistency in implementing project activities.
  • Deliver technical input directly at community-level workshops and trainings (whenever possible) and provide specialist hydrological advice to target groups. Where this is not possible (i.e. travel restrictions), provide input to ASPR team members who will communicate it.
  • Assist project in gathering technical information (both graphical and written) in order to provide technical input for a study on socio-political aspects of the results of the dialogue. The study should include the following technical aspects:
  • water resource management aspects in relation to the dialogue process,
  • the rehabilitation of the MMR infrastructure
  • the development of measures to improve water use efficiency
  • challenges facing the different sectors to support the MMR project (relevant ministries and authorities)
  • a capacity assessment and identification of the needs for further capacity strengthening of stakeholders
  • recommendations revised policies, procedures, or regulations to support water resource or conservation goals
  • assess tribal and community influence on the MMR infrastructure, violations and regulations
  • recommendations for follow-up development corporation projects, including activities content and methods of delivery
  • Review deliverables reporting/communication quality throughout monitoring and editing
  • an executive summary (2-3 pages)

Competencies & requirements

  • Understanding of gender components in project management in fragile contexts, in particular promoting women’s empowerment, peace and security in accordance with United Nations Security Council Resolution 1325 as well as contributing to enhancing the participation of women on all levels of society, from the rural, to the urban, to policymaking and implementation.
  • Policy Dialogue Skills:
    • Ability to translate research into concrete development proposals and policy objectives.
    • Ability to communicate orally and in writing difficult issues and positions and actively promotes dialogue with relevant counterparts such as community leaders, activists, civil society representatives, and government officials.
    • Demonstrated track record of bringing together analytical work and policy advice to support the project implementation in responding to a broad water resource management agenda.

Required Skills and Experience

  • Education/Training: An advanced degree in Environment Science Sector (Water Resources Management, Hydrology, Civil/Environmental Engineering, or other closely related field.).
  • Professional Experience: Minimum 10 years of experience in water resources planning and management, with specific experience in resource assessments, water resources planning, the use of allocation models, different simulation models for both policy; development and operational purposes, time-series data and water flow analysis, yield studies, water use efficiency planning and in the context of water resource sector infrastructure, in basin management contexts and on watershed management. Experience in development cooperation projects and/or peace building support and conflict transformation is an additional asset.
  • Regional experience: 5 years of experience in water resource management projects in the Libyan context. Knowledge of the water sector in the MENA region is desirable.
  • Language Requirements: Proficiency in English. Working knowledge of German and Arabic is an advantage.

Employment type

The positions will a remote consultancy contract from 01 November 2021 until 31 August 2023 based in- or outside Austria.
