Avoiding Transboundary Waters Conflicts: A Tale of Two Treaties

The outdated treaties, compacts, bilateral agreements, acts, laws, policies and hardened institutions globally that stand in the way of effective, just and resilient 21st century transboundary water management likely number in the thousands.  As climate disruption accelerates, the UN foresees as many as 700 million displaced people worldwide by 2030. More than 200 hot spots have been identified, many in water scarce regions, where outdated treaties unresponsive to 21st century realities may make water wars inevitable.
