The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Role and responsibilities

The purpose of the Shelter / WASH Coordinator position is responsible for the implementation of the portfolio of projects for which he is responsible.

General Responsibilities:

Under the direct responsibility of the PDM WASH / Shelter of the mission, the Shelter / WASH Bangui Coordinator:

  • Manages and supervises project staff in the field.
  • Adheres and complies with NRC policies, guidelines and procedures
  • Contributes to the development of the CC strategy, the proposals and gives an opinion on the needs.
  • Manages and implements the project portfolio (activities, budget and project documentation) delegated by the WASH / Shelter PDM in accordance with the proposals, strategies and requirements of donors and ensuring optimal quality.
  • Regularly reports to the PDM on the progress of projects by submitting written reports.
  • Ensures projects target beneficiaries who have the greatest protection needs and assesses new and better ways to provide assistance.
  • Encourages and reinforces proposals for the improvement of activities and any associated changes.
  • Ensures the capacity building of project staff and the transfer of key skills.
  • Liaise and collaborate with local authorities and other stakeholders.
  • Promotes the rights of displaced / returnees in accordance with the advocacy strategy.

Specific responsibilities:

  • Assist the WASH / Shelter PDM during the design phase of WASH and Shelter projects
  • Provides a consistent contribution to the design of technical documents for the implementation of the Wash and Shelter projects
  • Ensure that the standards are known and applied during the implementation of Shelter and WASH projects
  • Actively participate in rapid assessments in the axes suggested as new intervention areas in full cooperation with local and national authorities and in collaboration with the WASH / Shelter and M&E PDM.
  • Develop according to the guidelines of the WASH / Shelter PDM the necessary tools for the WASH and Shelter programs (drawing, estimate, specifications / technical description, service contract, supply monitoring sheet and use of construction materials, etc.)
  • Identify alternative techniques and methodologies in the event of implementation constraints or a change of context in the field
  • Provide technical support to his counterpart Education coordinator for the development of school infrastructure.
  • Maintain the level of performance and capacity of local technicians, and identify the need for additional training.
  • Regularly visit construction sites and control the quality of the work carried out, formulate corrective recommendations.
  • Document good practices, and establish a database of the performance of the Wash and Shelter programs.
  • In collaboration with the PDM WASH / Shelter play a main role in the recruitment of Shelter and WASH field staff
  • At the request of the hierarchy, make themselves available to represent NRC in coordination meetings with local authorities and NGOs

  1. Context-specific skills, knowledge and experience:
  • Ability to work in a multicultural organization with members from diverse cultures and backgrounds
  • Have excellent knowledge of French Advanced knowledge in various computer programs (World, Excel, PowerPoint, Technical Drawing Software, etc.) are required
  • Higher education (WASH engineering diploma, Civil Engineering or other equivalent diploma).
  • Experiences acquired and proven for a minimum of 3 years in the field of the position
