FAO Coordination Office for the West Bank and Gaza Strip Programme is currently implementing the Multi-donor Agribusiness Programme (MAP) entitled “Reform and Development of Markets, Value Chains and Producers’ Organizations”.
The Multi donor Agribusiness Programme (MAP), which is funded by Denmark, the Netherlands, the European Union, Switzerland and Spain, seeks to enable Palestinian agriculture to generate better income, trade and welfare following an integrated value chain development approach towards more market-oriented, competitive and profitable agribusiness.
Reporting Lines
The consultant will work under the overall supervision of the Head of Office, technical and functional supervision of the Head of Programme, the direct supervision of the Project Manager, and in close day-to-day collaboration with the Agronomists and the Agribusiness and Marketing Specialists.
Technical Focus
Agricultural projects and agribusiness investments.
Tasks and responsibilities
The consultant will work under the programme respective and will get acquainted with the Operational Manual(s), guidelines, tools and formats provided by the programme, to perform the following main tasks:
- Contact Investment Support applicants and agree with them on the final items to be included in the investment support plan, and then prepare/revise the technical specifications for each item with the applicants.
- Collect all needed documentation for the development of the investment implementation plan.
- Perform market research from different suppliers.
- Draft the investment support plan based on the technical specifications and market research in agreement with the applicant.
- Prepare the investment support agreements (ISAs) based on the documentation collected (technical specifications, market research, bank information, and beneficiary approval on the technical specifications and the investment implementation plan).
- Perform regular field visits to beneficiaries to monitor compliance with the investment implementation plans and report any deviations, delays and prepare for the final verification visits to verify milestones.
- Perform regular monitoring of beneficiaries’ compliance with the Investment Support Agreement by verifying the achievement of milestones and submit the certification reports and disbursement requests to the Project Manager.
- Other related tasks as required.
Candidates will be assessed against the following:
Minimum Requirements
- University degree in Rural Development, Agricultural Sciences, Agribusiness, Agricultural Economics or other related fields.
- At least 3 years of experience in implementing projects in agricultural development and/or agricultural value chain development, agribusiness, crop production, or related fields.
- Working knowledge of Arabic and limited knowledge of English. For PSA.SBS working knowledge of Arabic is sufficient.
Technical/Functional Skills
- Experience in drafting technical specifications for the procurement of goods and services
- Experience on providing technical assistance to agribusinesses.
- Experience in documenting and reporting on project activities;
- Computer/word processing and standard office software skills;
- Ability to travel within to the West Bank and/or Gaza Strip.
- Excellent communication skills.
Selection Criteria
- Demonstrated experience in conducting previous similar assignments.
- Arabic language and limited knowledge of English.
- Experience in implementing projects in agricultural and/or rural development, agricultural value chain development.
