Scope of responsibilities and mission in this area of assignment
CARE, with more than 40 years of presence in the sub-region, is part of a global intervention approach in the area known as the Lake Chad Basin (BLT). CARE France is a member of the RESILAC consortium, alongside Action Contre la Faim (leader), and the URD group. The RESILAC project (inclusive economic and social recovery of Lake Chad) is at the crossroads of humanitarian issues linked to the regional security crisis that is raging there, the resulting socio-economic issues, climate and development issues for this historically abundant basin.
An exciting framework combining emergency, recovery and sustainable development around three operational pillars (social cohesion between communities, economic recovery and institutional strengthening of key players in the region) and a knowledge management pillar.
It is for this regional project deployed in the Diffa region in Niger, Borno State in Nigeria, the Lake Province in Chad and the Far North region of Cameroon and coordinated by a technical office based in Ndjamena that you can take part in. You will work on the social cohesion component within the project's regional office in N'Djamena and will be in constant contact with the teams from the 4 countries, the headquarters of the member organizations of the Consortium and the communication focal points of the donors.
The social cohesion component (pillar 1) of the RESILAC project is implemented in collaboration with partners such as Search for Common Ground in Nigeria and local NGO partners of CCFD in Cameroon and Chad.

Description of the mission
General Objective
Guarantee the technical quality and regional consistency of interventions under Pillar 1 (Social Cohesion) of the RESILAC program. This includes :
- Analysis by the communities of their environment, its constraints, and actions to remedy them
- Dialogue between local stakeholders and conflict resolution mechanism
- Support for grassroots community organizations
- Consultation mechanisms for equitable access to natural resources aimed at preventing and managing conflicts over land sources and identifying replicable approaches.
Main Responsibilities and Tasks
- Ensure the dissemination of information and the sharing of experience on pillar 1 within the RESILAC project: monitoring the knowledge produced in terms of social cohesion; dissemination of information within the RESILAC project and member organizations of the consortium and partners, ensure the identification of good practices and the sharing of experience between the 4 countries of intervention.
- Contribute to the strategic orientation and ensure the application of the approaches and methodologies of pillar 1: coordination of activities; revision of methodological notes and technical sheets and tools; articulation with the other pillars; integration of cross-cutting themes (and in particular gender); alignment and complementarity with other similar programs in the BLT area.
- Provide technical support to Pillar 1 country teams and project management monitoring: carry out monitoring visits in the 4 program countries; ensure the functional supervision of the pillar managers under Pillar 1 and provide them with thematic technical support; develop the technical skills of the teams and ensure their capacity building; ; issue and follow technical recommendations; monitor project indicators; monitor the progress of activities in accordance with the implementation methodology of pillar 1; ensure the overall quality of program implementation in accordance with international technical rules and standards.
- Ensure accountability, capitalization, reporting, communication and external communication for pillar 1: produce internal and external capitalization documents and dissemination of good practices and lessons learned; map and get to know the key actors on the themes of Pillar 1, and maintain a network of external relations with the actors involved on issues related to Pillar 1; represent the RESILAC team in forums related to the themes of pillar 1; actively contribute to regional advocacy; consolidate at regional level internal and donor reports relating to Pillar 1.
Required profile
Training
BAC + 5 training in humanitarian or development project management, social action, political science or equivalent
Technical skills
- At least 5 years of experience in humanitarian aid in the field, in development projects or emergency-development transition projects, with at least one year of experience in technical coordination positions in NGOs in the areas of social cohesion, conflict prevention and resolution, natural resource management, community approach, women or other equivalent areas;
- Knowledge of cross-cutting themes is a plus: gender, adaptation to climate change, risk and disaster management;
- Excellent synthesis and writing skills, and inclined to writing assignments
- Mastery of IT tools (pack office);
- Good managerial, interpersonal and diplomatic skills
- Experience in consortium (multi-partners) or multi-country project is a plus;
- Strong experience in representation to donors, partner organizations and coordination groups;
- Excellent organizational, planning and prioritization skills;
- Innovative, autonomous and flexible, able to find solutions quickly and adapt to changing contexts;
- Excellent listening, communication, negotiation and animation skills;
- Able to work under pressure and in difficult contexts and conditions (insecurity).
Languages
- Good command of French and English, both written and spoken.
