African Parks is a non-profit conservation organisation that takes on the complete responsibility for the rehabilitation and long-term management of national parks in partnership with governments and local communities. We currently manage 19 national parks and protected areas in 11 countries across Africa covering 14.7 million hectares: Angola, Benin, Central African Republic, Chad, the Democratic Republic of Congo, Malawi, Mozambique, the Republic of Congo, Rwanda, Zimbabwe and Zambia.

Specific Rights and Responsibilities

Scope of Responsibilities

  • Direct and control the administration of all financial activities, treasuries and accounting in accordance with APN policy and in accordance with the tax, legal and statutory requirements of the host country
  • Coordinate and provide information and financial requirements needed for the park
  • Ensure that all regulations of the donors are in accordance, for example with restricted funds, requirements for reporting funds, purchasing requirements, etc.
  • Be responsible for reporting on funds - financial and narrative
  • Ensure that the accounting system is in place to record transactions in accordance with the approved accounting principles and policies of the APN, forming the basis for an efficient financial management and information system.

Duties

1. Accounting and reporting

  • Supervise the records, classifications and summary of the financial transactions of the park, ensuring the proper updating and maintenance of accounts. Ensure that the accounting system provides the basis for an efficient financial information system for internal and external users and that it is compatible with internationally accepted tax account principles, legal and statutory requirements of the country.
  • Review all transactions related to accounting (payment and receipts, debit and credit memos, team time invoices, journal posting corrections) before entering the accounting system.
  • Ensure that all balance sheets of the accounts are in agreement.
  • Review and provide guidance and training to the accounting team ensuring the accuracy
  • and completeness of recorded transactions.
  • Ensure the punctuality of the necessary financial reports for project managers, donors,
  • government partners and members of the Board of Directors.
  • Prepare periodic financial performance reports and discuss with the heads of the departments.

2. Treasury and Cash Management

  • Be responsible for planning the Treasury of the entire project.
  • Review and ensure that disbursements are properly supported with relevant documentation and proof.
  • Cash and bank balances are reconciled with the saved records. Reconciliations are reviewed and signed by the park manager

3. Planning, Budgeting and Forecasting Reports

  • Assist in project planning and budgeting, take the lead in financial plans and budgets, and ensure that planning assumptions, parameters, guidelines and policies are met.
  • Review and monitor project budget performance and provide recommendations
  • Provide cost data for the various resource entries for project personnel so they can prepare and update the Budget
  • Assist the park manager and other park employees by providing guidance on compliance with donor guidelines and donor agreement provisions

4. Internal Control Environment

  • Continuously review the adequacy of internal control to ensure the provision of accurate and on-time financial information, asset protection and adherence to policies, systems and procedures, and the harmonious and orderly implementation of plans and activities.

5. Fixed asset management

  • Ensure the proper identification and inventory of the fixed project benefits by conducting an annual inventory, with the locations of the goods and conditions of use.
  • Accurately determine depreciation scans according to APN policy and ensure that assets adequately protected.
  • Prepare the approval request to discard lost, missing, stolen, damaged and obsolete equipment.

6. Payroll

  • Ensure that systems and procedures are in place to allow accurate payroll preparation and disbursement in accordance with legal requirements.
  • Subscribe to monthly payroll by reviewing and verifying the accuracy of the amounts related to employee payment.

7. Diligence and Auditing

  • Coordinate with the auditors. Including the preparation of the report package and the necessary notes for the accounts.
  • Provide preliminary responses to the audit management letter, including coordinated information provided by the program, human resources, administration, and other units as needed
  • Ensure the closure and resolution of audit results

8. Statutory and tax compliance

  • Ensure that all statutory taxes are up to date and submitted in line with legal requirements (Not limited to but including; Company, VAT, personell etc).
  • Ensure that all statutory filings and information is up to date and compliant with local requirements (e.g. company secretarial and other similar registrations)
  • Assist with engagements with local authorities (including requests, disputes, registrations etc)
  • Assist with company/legal entity registration finalisation

9.General

  • Provide leadership and guidance on all funding issues (including taxation and other financial issues) and give advice and support to all those who need it
  • Provide training to the project team on APN's financial policies and procedures.

10. Perform any other relevant tasks that may be assigned from time to time.

Requirements

  • ACCA qualified with 5 years of experience after qualification or equivalent
  • Have previous experience in Councils
  • Have coordinated and finalized audits and financial statements in a large organization
  • Have been responsible for a budget of at least $2 million per year
  • Having relevant experience working in international organisations will be an advantage
  • Have previous experience in import and customs requirements
  • Be fluent in Portuguese and English
  • Willing and able to change and live in remote areas
  • Good verbal communication skills
  • Have previously managed a team of least 4 people
  • A high level of computer training is essential
  • Ability to work under pressure while maintaining high resultsis an essential
  • requirement
  • Be honest, highly organized, responsible, self-motivated and able to take initiative
  • under minimal supervision
  • Have the ability to work as part of a multidisciplinary team
