Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organizations. With its Belgian and international partners, Enabel provides solutions to tackle urgent global challenges: climate change, urbanization, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1,500 employees, Enabel manages some 150 projects in around 20 countries, in Belgium, Africa and the Middle East.

Context

The Democratic Republic of Congo (DRC) is the most important partner country for Belgian government cooperation. Enabel has three hundred employees there, including around thirty expatriates. Belgium is the third bilateral donor to the Congo.

Enabel focuses its actions in the fields of rural development, opening up of agricultural areas, vocational training, health, water and energy. Enabel has twenty offices in ten provinces which ensure proximity to the local population, which particularly characterizes our cooperation program. 

Since the start of 2019, Enabel has relaunched services for third parties in the DRC. The first of these interventions is the Integrated REDD + Program in Mongala Province (PIREDD MO) financed by the National REDD + Fund (FONAREDD).

The program is part of the national REDD + strategy and aims to sustainably reduce the impacts of human activities on the forest and to improve the living conditions and income of the inhabitants of the province of Mongala (including women, young people). and indigenous peoples).

Its general objective is to reduce deforestation and forest degradation in the province of Mongala by reducing the impact of human activities and existing demographic dynamics on forests and by improving the governance of natural resources (forests and land) in the areas. targeted.
 

Description of the function


As Project Manager for the PIREDD MO reporting directly to the Country Portfolio Manager in charge of South Ubangi and the Central African Republic, you will be in charge of taking over this mid-term project, which is scheduled to close in July 2023. 

Mongala being a particularly landlocked forest province and offering a very basic environment in terms of accommodation, comforts, supplies, expatriate presence and health facilities, the position is not suitable for a family and requires very good physical condition.

Expected responsibilities:

  • You are responsible for the proper execution of the project (content, planning, budget, quality);
  • You coordinate the realization of activities in order to achieve the objectives of the project;
  • You support the identified people and use internal and external expertise to lead the change process;
  • You facilitate effective coordination between the various actors and structures for consultation and implementation (provincial coordination of the environment, provincial authorities, decentralized technical services for agriculture and rural development, village communities, indigenous peoples);
  • You manage, coordinate and monitor the various public service supply contracts as well as the various subsidy agreements and conventions (drafting of specifications or technical specifications, monitoring of implementation and acceptance);
  • You ensure compliance with security measures and rules and ensure the functioning of the means of communication and the efficiency of logistics;
  • You coordinate the learning process on how an intervention contributes to the development of a sector;
  • You lead the team placed under your hierarchical responsibility (4 people responsible for forestry, agriculture, land use planning, capacity building);
  • You report periodically to the donor (FONAREDD) and to the Enabel representation ensuring that the relevant information on the results is available for monitoring and evaluation in order to allow performance monitoring, decision-making, learning and the report.

Your profile


Required training level

  • Master in management, development cooperation, social sciences, anthropology, rural development or equivalent. 

Required experiences 

  • Minimum 5 years of relevant experience in the piloting and management of international development projects, including a minimum of 3 years in rural areas or regional planning;
  • Minimum 2 years of relevant work experience on the African continent in expatriation ;
  • Experience as a team leader ;
  • Experience in several projects is an asset ;
  • DRC experience is an asset .
  • Experience in the fields of deforestation and forest degradation is an asset ;

Skills and knowledge required

  • In-depth knowledge of project management methodologies;
  • Monitoring and evaluation skills;
  • Ability to implement and support a change process;
  • Good stress management; 
  • Proactivity, dynamism and aptitude for questioning; 
  • Writing and communication skills;
  • You speak and write fluently in French . Given the international context in which you will be working, a good knowledge of English is required.

We offer you

  • An exciting position in an international environment.
  • A 26-month contract based in Lisala with frequent trips throughout the province and the possibility of traveling to Kinshasa every 6 weeks.
  • The position is not suitable for a family given the lack of health and education infrastructure. However, it is conceivable that the family will be based in Kinshasa. 
  • You are employed within Enabel in the "Intervention Manager" function. The salary package for this function corresponds to our scale (class 6) and includes the gross monthly salary, as well as advantages linked to your expatriate status within Enabel such as a separation allowance, assignment, hardship, cover for housing costs (capped), a removal and installation allowance, cover for the school fees for accompanying children (capped), an insurance package for the whole family including repatriation insurance, return plane tickets once a year for the whole family, etc. 
  • In the event of expatriation without family members (dependents), up to 6 additional return plane tickets per year to the country of origin or any other destination (capped according to Enabel's regulations) .

The different amounts vary according to the relevant experience recognized for the function and the family composition.
