The International Union for the Conservation of Nature (IUCN) is a union of Members made up of governments and civil society organizations. It provides public, private and non-governmental organizations with the knowledge and tools necessary for human progress, economic development and nature conservation to occur in harmony. Established in 1948, IUCN has grown over the years to become the largest and most diverse environmental network in the world. It has the experience, resources and weight of its 1,400 Member organizations and the skills of more than 15,000 experts. Today, it is an international authority on the state of nature and natural resources in the world and on measures to preserve them.



Lake Chad is home to a growing population that has urgent needs to deal with the impacts of climate change on the water resources and ecosystem of the basin. It provides millions of people living in Cameroon, CAR, Chad, Niger, and Nigeria with a diverse range of environmental services, mainly supply (food and water), support (land and nutrient cycle), regulation (filling of groundwater, carbon sequestration, air purification), and cultural services (recreation, spirituality, education). Environmental resources are critical to the survival of the people of Lake Chad, for subsistence and for the economic base. Despite their importance, Water resources and associated ecosystems in most basins are increasingly threatened by the surge and unsustainable pressures of rapidly growing populations and cities as well as by the expansion of agricultural and industrial activities. In the push to accelerate economic growth, several basins, and national water and environment policies show clear limitations in their ability to promote equitable and sustainable use of resources. The escalating degradation of water resources and ecosystems has been compounded by the current security challenge and the subsequent migration of livestock and populations in search of a better life. 

 
The UNDP with the financial support of the Global Environment Facility (GEF) and other partners, in support of the Lake Chad Basin Commission (LCBC) is implementing the project "Improving the management of Lake Chad by implementation of the Strategic Action Program for the Lake Chad Basin to strengthen resilience to climate change and reduce stress on ecosystems ". The general objective of this project is to achieve an eco-systemic, integrated and resilient management of the Lake Chad Basin through the implementation of the political, legal and institutional reforms agreed and investments capable of improving the quality and quantity of water. 'water, protect biodiversity and sustain livelihoods.


Component 5 of this project focuses on “Implementing targeted community pilot projects to demonstrate the benefits of stress reduction at local, national and regional level in support of SAP implementation”. This component will be implemented by IUCN. Indeed, it is added to the local development initiatives underway. This will involve supporting income and subsistence-generating activities to strengthen the household economies of local populations but also to promote support by surrounding local communities for conservation programs with national parks. 

Job Description

In order to ensure the effective implementation by IUCN of the contractual agreements relating to the project entitled, "Implementing Targeted Community Pilot Projects to Demonstrate the Benefits of Stress Reduction at the Local Level," national and regional support for the implementation of the SAP ”- IUCN-GEF / PNUD / BLT. IUCN is recruiting a local 01) Facilitator to support the effective implementation of the project in the field.


General Responsibilities:


The Project Facilitator will be placed under the direct supervision of the Project Manager based in Ndjamena. He / She will assume the following responsibilities and tasks:

  • Support participatory management actions, in particular the animation of consultation frameworks in its intervention sites;
  • Support capacity building and sensitization of local resource management institutions;
  • Ensure close monitoring of the implementation of income-generating activities;
  • Support the land zoning process at the level of the targeted communities;
  • Ensure awareness-raising and information activities for local communities and other actors targeted within the framework of the project;
  • Act as a relay between the actors in the field and the project for their better involvement in the implementation of activities;
  • Contribute to the capacity building of local actors to ensure better involvement and participation in the Project
  • Support local organizations in the popularization of good natural resource management practices;
  • Ensure the consolidation of implementation reports, and produce a monthly report
  • Consolidate the monthly evaluation sheets

Required Qualifications and Skills

Minimum qualifications required

  • Hold at least a Baccalaureate in General Education;
  • Have a diploma in the field of rural development;
  • Have at least 3 years of experience in the field of rural animation and community supervision in natural resource management;
  • Master the techniques of group facilitation and active listening
  • Good Ability to prepare reports of activities and missions
  • Have an excellent knowledge of the environmental, political, economic and social context of Chad;
  • A good command of local languages ​​will be an asset
  • Communication skills and for working in multidisciplinary and multilingual teams;
  • A good capacity for synthesis and writing of reports;
  • An excellent level of spoken and written French;
  • The usual practice of computer tools and software for office and electronic communication;
  • Hold a license for driving 2-wheeled vehicles (Category A);
  • Have the physical provisions traveled.
