The International Union for the Conservation of Nature (IUCN) is a union of Members made up of governments and civil society organizations. It provides public, private and non-governmental organizations with the knowledge and tools necessary for human progress, economic development and nature conservation to be carried out in harmony. Established in 1948, IUCN has grown over the years to become the largest and most diverse environmental network in the world. It has the experience, resources and weight of its 1,400 Member organizations and the skills of more than 15,000 experts. Today it is an authority at the international level on the state of nature and natural resources in the world and on measures to preserve them.

The government of Chad and the European Union have signed a Financing Agreement (CF) n ° FED / 2016 / 039-048 for the Support Program for the Concerted Management of Protected Areas and Fragile Ecosystems of Chad (APEF) which 'part of the implementation of the National Indicative Program (NIP) 11th EDF, sector 2 "Sustainable management of natural resources". This program aims at a concerted approach to the conservation, management and networking of several protected areas (PA) and fragile ecosystems (EF) of high ecological, cultural and tourist value in Chad. The APEF program aims to extend the concerted conservation approach to ecosystems and fragile heritage in Chad that do not benefit from support despite their great regional value and world reputation.

In this context, and in response to a call for proposals, IUCN has set up a Consortium with the Economic and Social Development Agency (ADES), the Association for Ecodevelopment and Rural Self-Promotion at SAHEL (SAHEL- ECODEV), Association MOUSTAGBAL “Avenir” and Association for the Development of Farmer Organizations (ADOP) for the development of the project “Support for the development and implementation of a concerted and integrated model for the conservation of the Large Functional Ecosystem of Zakouma ( GEFZ) ”. This project is the subject of a contract between the Government of Chad, the EU and IUCN.

The overall aim of the project is to contribute to the sustainable and concerted conservation of the wild fauna, biodiversity and heritage of Chad for the benefit of the populations. Specifically, this will involve promoting the development of an integrated and concerted model of GEFZ management for the well-being of the populations. In the long term, the action should lead to: (i) successful models of concerted management of spaces shared between wild fauna, transhumant herders and agro-pastoralists, and the reduction of territorial conflicts over natural resources; (ii) innovative actions in the management and shared development of natural resources for the benefit of local populations, and the improvement of the living conditions of young people by creating jobs in the targeted areas and the fight against exodus rural. The project will be implemented in the Provinces of Guéra, Salamat and Moyen Chari; Zakouma Great Ecosystem sub-space by IUCN in collaboration with its Partners ADES, SAHEL-ECODEV, MOUSTAGBAL and ADOP, in synergy with the interventions of the African Park Network, and other initiatives around GEFZ.

Job Description

In order to ensure the effective implementation by IUCN of the contractual agreements relating to the project entitled "Support for the development and implementation of a concerted and integrated model for the conservation of the Great Functional Ecosystem of Zakouma (GEFZ) ”, IUCN is recruiting a project manager of exceptional talent and capacity who will be able to ensure the effective implementation of the project and deliver on time.

General Responsibilities:

The Project Manager will be placed under the direct supervision of the IUCN Cameroon Program Officer based in Yaoundé.

The Project Manager will be in charge of the technical and administrative implementation, as well as the valuation of the achievements of the project and the alignment with other initiatives as required by the project management framework.

The Project Manager will be responsible for:

Ensuring the efficient and effective implementation of activities and the effective achievement of project objectives, in particular:

  • The establishment of the structures and tools provided for in project deliverables;
  • Project monitoring and evaluation;
  • Coordination of the follow-up of the various contracts with the co-applicants (ADES, SAHEL ECODEV, MUSTAGBAL and ADOP) and other Partnerships;
  • Execution and monitoring of the Project communication plan;
  • Preparation and improvement of documents produced by team members for the implementation of the action;
  • The organization of events, meetings, technical workshops;
  • Execution of tasks by making personal expertise available.

Ensure compliance of the execution of activities with the contract and guidelines governing the project

  • Respect for social and environmental safeguards measures in the implementation of the Project;
  • Planning and implementation of the project at a regular rate;
  • Compliance of procurement processes;
  • Periodic reporting;
  • Equity, in particular respect for gender and vis-à-vis indigenous populations within the framework of the project;

Ensure the promotion of the experiences and results of the project at national, regional and global level;

  • Identification, promotion and dissemination of positive changes;
  • The dissemination of knowledge generated by the project through all of its targets and through the current media of IUCN, the APEF coordination and the EU;
  • The visibility of the Project in the field of environmental projects at the global level;

Contribute to the sustainability of Project activities:

  • Identification and formulation of new initiatives;
  • The production of periodic Project reports to the supervision team.

Specific Tasks

Technical Coordination

  • Planning and monitoring of the implementation of the work program of the project team;
  • Establishment and operationalization of the Project monitoring and evaluation system;
  • Establishment and operationalization of the Project's communication and knowledge sharing and learning strategy in coordination with other initiatives in GEFZ, and IUCN tools;
  • Monitoring, documentation and reporting of the progress of the project as a whole;
  • Identification and documentation of lessons learned and impacts of the project, both at regional level and at country level;
  • Planning and facilitation of the various coordination and planning meetings of the project, both with the Co-applicants and with the Partners and beneficiaries of the project;
  • Planning and monitoring of the implementation of the planned measures with regard to the social and environmental safeguards of the project
  • Maintenance and animation of working relations between IUCN, the APEF Coordination, the Ministry of the Environment, Chad's Water and Fisheries (MEEP), as well as other sectoral Administrations concerned by the Project, and the EU.

Administrative and financial management

  • Ensure the daily supervision, management and administrative and financial monitoring, in strict compliance with the provisions of the project manual of procedures, the procedures of the European Union and those of IUCN;
  • Oversee the documentation and management of financial and administrative information, and ensure timely and quality financial reporting;
  • Ensure frequent updating of project data on the IUCN Project & Program Portal, according to the established schedule and in response to requests;
  • Establish and manage contractual relations with project partners;
  • Organize, manage and maintain the data and ensure the documentation of the project in an orderly, coherent and easily exploitable manner, for the needs of monitoring-evaluation, audit and transparency;
  • Facilitate project review, evaluation (internal and external) and audit missions.

Team management

  • Support the recruitment process and facilitate the establishment of the project team according to IUCN procedures;
  • Ensure the supervision of other team members, define individual work plans and evaluate the performance of each agent in accordance with IUCN procedures in this area;
  • Effectively manage the team, in coordination with IUCN Cameroon, following the organizational standards and procedures in force, so as to achieve the project objectives, produce and make available the deliverables and products expected within the contractual deadlines.

Requirements

Qualifications required

  • Advanced university degree in environmental science and / or natural resource management, environmental policy or engineering, or similar relevant disciplines;
  • Justify good capacities in terms of multi-actor mobilization, collaboration with governments and state entities, multilateral actors, communities and the private sector;
  • An excellent command of computer tools for office automation, MS Office as well as a good knowledge of geographic information systems, and / or database management;
  • Fluency in French and English, oral and written;

Experience wanted

  • At least 10 years of international professional experience in the field of the environment and / or natural resource management, biodiversity conservation and management of protected areas, sustainable development and environmental policies and governance;
  • A minimum of 2 years of proven experience in the application of international standards and codes of practice in the environmental sector, including environmental and social standards of the World Bank or an international organization;
  • A good knowledge of the environmental and social standards of the World Bank or any other international organization and of its applications in terms of the environment, relocation of communities, indigenous populations, health and safety, assessment of impacts on environment, risk assessment, occupational health and safety, due diligence, etc.
  • At least 2 years in project portfolio management and leading large-scale multi-country initiatives in a multicultural and multilingual context;
  • Demonstrable experience in project cycle management, performance management, monitoring - evaluation, theory of change;
  • Demonstrable experience in the design and implementation of knowledge management strategies or plans and in project monitoring, in particular with the logical framework method;
  • Availability to travel regularly in the countries of intervention of the project, and sometimes in difficult conditions;
  • Demonstrable experience or expertise in the field of conflict management, environmental economics, sustainable development, land and use conflicts;
  • Experience in collaborative leadership where leadership is seen as a shared and team approach, allowing team members to be held accountable for their part of the teamwork.
