JISRA is an international interfaith consortium consisting of Mensen Meteen Missie, Faith to Action Network, Tearfund (UK and Netherlands), Islamic Relief Worldwide and Search for Common Ground. The Dutch Ministry of Foreign Affairs, under the policy framework Power of Voices, has invited the consortium Joint Initiative for Strategic Religious Action (JISRA) to co-create a strategy to advance freedom of religion and belief in seven countries[1].
This consultancy will support Islamic Relief Worldwide’s contribution to the final proposal at international level, which is being led by Mensen Meteen Missie, the consortium lead. As part of that it will include support and advice to the five IRW country offices involved in preparing the detailed country programmes and budgets.

At the international level, Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council and is a signatory to the International Red Cross and Red Crescent Code of Conduct. IRW is committed to the Sustainable Development Goals (SGDs) through raising awareness of the issues that affect poor communities and through its work on the ground. Islamic Relief are one of only 13 charities that have fulfilled the criteria and have become members of the Disasters Emergency Committee (www.dec.org.uk), and is certified by CHS
IRW endeavours to work closely with local communities, focussing on capacity-building and empowerment to help them achieve development without dependency.
Background
The Dutch Ministry of Foreign Affairs, under the policy framework Power of Voices, has invited the consortium Joint Initiative for Strategic Religious Action (JISRA) to co-create a strategy to advance freedom of religion and belief in seven countries . JISRA is an international interfaith consortium consisting of Mensen Meteen Missie, Faith to Action Network, Tearfund (UK and Netherlands), Islamic Relief Worldwide and Search for Common Ground.
At each national level there will be national strategy committees made up of international consortium members, southern partners in the consortium at national level and possibly other advisory members. There will be a programme design lead at each national level who will work to this committee to pull the programme together into a draft proposal
Scope
This consultancy will support Islamic Relief Worldwide’s contribution to the final proposal at international level, which is being led by Mensen Meteen Missie, the consortium lead. As part of that it will include support and advice to the five IRW country offices involved in preparing the detailed country programmes and budgets.
Objectives
The objectives of this particular consultancy are;
- To successfully deliver the Islamic relief component of the Global programme proposal to the Dutch Government for the JISRA programme on time
- To contribute to the overall JISRA proposal at global level
- To support our country offices in developing their programme components
Implementation Framework
The programme will need to be developed with a strong localisation approach (please note attached documents. Southern partners will not only deliver the programme but also take a leading role in decision making and resource allocation.
It should also take into account intersectional approaches and the triple nexus between conflict, humanitarian and development issues.
The programme should have strong women and youth components.
Policy Framework
IRW’s policy framework covers a broad range of the main issues involved in this programme including faith and conflict, gender justice, human rights and development, disability inclusion, environmental protection, localisation and the broader CHS principles we adhere to. Support and advice will be available on these policy areas.
Project Requirements
Islamic Relief’s International Partnerships Department requires a consultant for five months from 1st July 2020 up until beginning of November 2020 to support the development of the full programme and proposal to the Dutch MOFA at the end of October of IRW’s component of the full proposal from all agencies.
The programme involves five of the countries IRW works in including Ethiopia, Kenya, Nigeria, Indonesia and Mali.
Project Outputs
The consultant is expected to produce:
Deliverables for this project would be;
- Completed assessment and needs analysis produced by our IRW teams at national level for our component of the country programme
- Completion of country level strategies along with the country teams and southern-based partners.
- Completed full proposal includes IR Components
- Constructed implementation plan and budget for IRW components
- Risk assessment completed
Activities will need to include:
- Virtual representation at national level programme strategy Committee meetings
- Liaison and negotiation with international and local partners.
- Supporting and advising our IRW country teams to complete in time.
Timetable and Reporting Duration
The consultancy period will be for five months commencing from ASAP to the first week of November 2020.
