The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger and improve nutrition and food security.

Within the context of water scarcity, which is a common characteristic of Maghreb countries, governments are looking for additional water resources such as non-conventional resources to meet the increased demand of agricultural sector, especially during drought periods.

In this context, FAO's sub-regional office for North Africa aims through the TCP/SNE/3701 project titled "Unlocking the potential of the reuse of treated wastewater and drainage water for agricultural development in Maghreb countries" to improve knowledge and information on the safe reuse of treated wastewater and of drainage water for agriculture development in Algeria, Libya, Mauritania, Morocco and Tunisia.

This project aims to carry out a cost-benefit analysis (CBA) study for each Maghreb’ country for the reuse of wastewater and drainage water focusing on social, economic, environmental and operational aspects. A consultation of national decision-makers will be organized to collect key information and a scenario will be identified to develop a national model of cost-benefit analysis. This study will assess the economic effectiveness of treated wastewater and drainage reuse for agriculture through an ex-ante assessment of all costs and benefits. Scenarios will be explored and compared, and an optimal scenario will be developed and finalized with an investment plan for treated wastewater (TWW)and drainage water (DW) reuse for agriculture in each country. To this end, a national consultant specialized in CBA will be hired according to the below conditions.

Organizational setting

Under the overall supervision of the FAO Representative in Libya, the technical supervision of the Land and Water Officer at FAO SNE sub-regional office, in consultation with the sub-regional coordinator of the project, and in close collaboration with the National Coordinator of the Project in Libya, the CBA National Consultant, will perform the specific functions/tasks below.

Technical Focus: Economy / Agroeconomic / Cost – Benefit Analysis.

Reporting Lines:

The National Consultant will report directly to the Land and Water Officer, SNE.

Specific Functions/tasks:

  • Prepare a brief review of reuse of TWW and reuse of DW's existing plans for agriculture.
  • Organize a consultation with decision makers to identify scenarios and collect key information to develop a national cost-benefit analysis model.
  • Conduct a cost-benefit analysis of treated wastewater and drainage water reuse on two pilot sites (one for TWW and one DW) by considering the social, economic, ecological and operational aspects.
  • Assess the economic efficiency of the reuse of treated wastewater and drainage water for agriculture through an ex-ante assessment of all costs and benefits.
  • Explore and compare 3 scenarii for each pilot site and select the optimal one per pilot site.
  • Develop the optimal scenario by formulating national investment plan/framework to promote the safe reuse of treated wastewater and drainage water for agriculture (Estimated costs for management schemes of pilot sites)
  • Participate in discussion and validation workshops as a resource person.

Candidates will be assessed against the following:

Minimum Requirements

  • Advanced university degree (Masters' degree or equivalent degree) in agroeconomics, water economics, rural economics or another related field is required.
  • At least 10 years of professional experience.
  • Relevant experience in the cost-benefit analysis and preparation of investment plans in water sector;
  • Being a national of Libya or a resident with a regular work permit;
  • Working knowledge of English and Arabic; Knowledge of French is an asset.
