The main aim of the FAO Country offices is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO's mission is to work with the Government of the Syrian Arab Republic to help build a food-secure country, free of hunger and malnutrition, where food and agriculture contribute to improving the living standards of all, especially the poorest, in an economically, socially and environmentally sustainable manner. The Organization's activities in the Syrian Arab Republic are fully integrated with the national priorities outlined in the national development plan and strategies of the country. The FAO Representation in the Syrian Arab Republic is responsible for leading the administration and coordination of the implementation of the project with the technical and operational support of the FAO-RNE and HQ.
Reporting Lines
The International Agriculture-based livelihood Coordinator under consultancy contract over six months with possible extension, will report to the Chief Technical Advisor of the Smallholders Support Programme.
Technical Focus
The International Agriculture-based livelihood Coordinator will be responsible to provide expertise and coordination capacity for the Unit on Agriculture-based livelihood to support the food security sector at country level.
Tasks and responsibilities
Under the overall supervision of the FAO Representative in Syria, and the direct supervision of the Chief Technical Advisor of the Smallholders Support Programme, the International Agriculture-based livelihood Coordinator will be responsible to provide expertise and coordination capacity for the Unit on Agriculture-based livelihood to support the food security sector at country level.
The consultant will, in particular, undertake the following activities:
- Provide expertise in agriculture-based livelihood to support the food and nutrition security and information management of the FAO programme in Syria;
- Lead the Agriculture-based livelihood Unit and provide expertise to agriculture partner organizations involved in the unit coordination;
- Ensure that an efficient food and agriculture cluster partners coordination system is maintained;
- Support FAO contribution to the formulation of rehabilitation and emergency response plans for Syria led by OCHA;
- Ensure appropriate links with relevant stakeholders (partner organizations, ministry of agriculture, local authorities, INGOs, NGOs and others) are maintained to support the agriculture and livelihood component of the Food Security cluster;
- Ensure that FAO response to the sector is evidence-based and guided by relevant assessments on the ground;
- Support FAO country level information data collection (regular and ad hoc);
- Ensure links and coordination with other clusters – such, but not only, early recovery and nutrition - to ensure coherence in FAO response for these other clusters;
- Support FAO partner organizations and counterparts capacity building;
- Provide expertise and develop a process to support an efficient and evidence agriculture-based food and nutrition security management in the country;
- Liaise with the Food and Nutrition Security focal points at RNE and HQ to ensure technical credibility, and consistency of the country level food security and intervention;
- Performance other duties as assigned.
Candidates will be assessed against the following:
Minimum Requirements
- Advanced University Degree in Agriculture or in a relevant subject (e.g. development studies, agriculture, agriculture economics, food security, nutrition)
- At least 5 years of experience, including in agriculture response to improve rural livelihood, humanitarian and food security assessment, early warning systems in agriculture related matters, data analysis and humanitarian response;
- Working knowledge of English. Limited knowledge of Arabic.
