The vision of Norwegian People's Aid is Solidarity in Action. We are a politically independent membership-based organisation working in Norway and in more than 35 countries around the world. Founded in 1939 as the labour movement's humanitarian solidarity organisation, NPA aims to improve people's living conditions and to create societies that are more just and more democratic. NPA's international work covers three core areas: Humanitarian Disarmament, Democratisation and Just distribution of power and resources and Humanitarian Action and Crises Response.
Wars and armed conflicts come to an end; however, the remnants of war continue to terrorize millions of people for decades to follow. Humanitarian Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by landmines and other explosive remnants of war. Currently NPA has more than 22 Mine Action and Disarmament Programmes ongoing in Africa, Asia, Latin America, the Balkans and the Middle East.
NPA started in Lao PDR with support to UXO Lao, the national clearance operator, in 1997. Since 2009, NPA has been implementing its own operations including survey, clearance and capacity development projects. In addition, NPA grant manage funding support to UXO Lao in Luang Prabang Province in the north of the country.
The programme's country office is located in the capital Vientiane, with regional offices in Champasak and Saravane provinces in the south of the country. The programme currently deploys around 350 staff including 6 expats with a 6 million USD turnover.
In this position your main responsibilities will be:
- Coordinate closely on all programme activities with the Admin/HR, Finance, Logistics, Information Management and Operations departments as part of the Senior Management Team, to support efficient and effective completion of programme activities
- Oversee the planning, implementation and monitoring of specific projects as delegated by the Country Director
- Implement all NPA HDP Lao PDR communications activities as outlined in the communications strategy, including social media
- Act as the Gender and Environment focal points for the programme
- Lead the Programme Coordination Team which includes line management of other positions where required
- Support the Country Director in the day to day running of the programme.
To be succesfull in this role you must have:

- An ability to actively engage and collaborate with co-workers and partners
- Capability to work under pressure and long hours
- Previous experience working for an IO, INGO or UN agency
- Proven ability to manage complex, time-sensitive activities and to prioritise effectively in a fast-paced environment
- Experience working with donor relations including proposal writing and reporting with heavy emphasis on excellent written English
- Good computer skills
- Valid driving license
We consider it an advantage if you also have:
- Previous experience working in Southeast Asia with good understanding of the culture and history
- Communications skills (including photography, photo and video editing, social media management and graphic design)
- Experience in project management, epecially with DFID, WRA and/or NMFA funded projects
- Experience using SharePoint and other Microsoft business products
- Thai/Lao language skills
