Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.

About the role: This is a 9 month, replacement role with unaccompanied terms based in Bentiu, South Sudan with frequent travel to programme sites, including some remote field sites and with a salary of Grade 4 (€35,981 - €39,979). You will report to the Emergency Programme Director (EPD). You will lead and coordinate the implementation and strategic development of the WASH response in Unity state, incorporating risk and vulnerability, inequality and protection, in line with WASH cluster guidelines and terms of reference. We would like you to start in June 2018.

Purpose:

This position will be responsible for leading and coordinating the implementation and strategic development of the WASH response in former Unity state. This role will support all WASH partners in their response development and implementation. The post holder will report to the cluster, organise/act as secretary of the state WASH cluster meetings (chaired by the State ministry in charge) and attend national WASH cluster coordination meetings and other events wherever possible. In addition, this post holder will prepare response matrixes for the state for EP&R where gaps arise.

Some of your main responsibilities are:

Coordination & Representation

  • In coordination and collaboration with Camp Coordination and Camp Management (CCCM), humanitarian clusters and partner agencies, develop and support plans for implementation and management of WASH facilities in Bentiu PoC site.
  • Ensure partners harmonize response strategies by developing contingency plans, strategies that address current needs of beneficiaries in Bentiu IDP camp as well as the whole state.
  • Coordinate overall WASH response activities in former Unity state (Northern Liech and Southern Liech states), including ensuring adherence to agreed standards and operational guidelines and terms of reference of WASH Cluster.
  • Chair bi-weekly WASH Cluster meetings within the POC sites and update the WASH Cluster Coordinators at Juba and the CCCM Coordination team at Bentiu.
  • Act as secretary of the State level WASH partners cluster meeting chaired by the in-charge State ministry representative, on a monthly basis.
  • Ensure integration and coordination with health, nutrition and NFI/shelter interventions in the state, in line with the on-going work on an integrated minimum package of interventions (Health, WASH, FSL and Nutrition) for famine prevention and response in South Sudan.

Leadership

  • Provide information, support and guidance to the WASH cluster agency assessment teams to be deployed in Unity state.
  • Overall provision of technical and strategic guidance to the Cluster agencies and Concern’s WASH programme in Unity state.
  • Contribute to the development of strategies for the WASH cluster at State level that links to the National WASH strategy, including the on-going work on an integrated minimum package of interventions (Health, WASH, FSL and Nutrition) for famine prevention and response in South Sudan.
  • Establish an open dialogue with the relevant authorities to enable discussions on any matter that is related to WASH in and outside the PoC in the efforts to comply with obligations of the government, UN agencies and humanitarian organizations.

Technical Guidance & Information Management

  • Take lead on technical support and advise Managers and Officers of WASH implementing partners in both Bentiu PoC, Leer temporary protection site and rural environment on planning, design, and construction of WASH facilities and services, borehole drilling, development and construction.
  • Technically support the WASH cluster in organizing, executing, analysing and reporting on needs assessments and surveys
  • Support the national WASH Cluster in information management by supporting in collection of 5Ws, as well as Bentiu PoC WASH data, e.g. Current water, latrine, showers ratios, etc.
  • Ensure maintenance of WASH infrastructure and support WASH partners to secure funding.
  • Assist the WASH partners in defining the standards and indicators that are to be applied in particular responses requiring camp sitting.

Others

  • Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles.  Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including: Accountability to Affected Populations (AAP), Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.

Your skills and experience will include:

ESSENTIAL

  • Relevant BSc. degree (Water/Environmental/Civil Engineering)
  • Minimum of four years working in emergency settings for an international organizations in the field of WASH, with at least 2 year experience in the coordination and management of emergency WASH programmes. Familiarity with Sphere guidelines and CHS.
  • Experience and sound understanding of the mechanisms required for ensuring WASH hardware sustainability and supporting rural communities to establish rural water tariff mechanisms in line with national government policies; as well as a good grasp of appropriate methodologies for achieving sustainable behaviour change in WASH.
  • Experience in Monitoring and Evaluation techniques and a good grasp of the project cycle management approach.
  • Strong experience of collaboratively working with various stakeholders including international NGOs, National NGOs and UN Agencies
  • Excellent communication skills in English and proven experience in leading coordination meeting and negotiations.
  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation.
  • Good analytical, planning and time management skills. 
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

DESIRABLE

  • Experience of work in South Sudan (camp setting) / Horn of Africa region.
  • Proven ability in report writing, research and documentation.
  • Familiarity with IT equipment, HF/VHF radios and security issues.
