Tensions have resurfaced in the oil-rich, multi-ethnic Iraqi province of Kirkuk after a Kurdish party raised the flag of the country’s autonomous Kurdistan region over the building that houses its headquarters, drawing protest from the central Iraqi government in Baghdad.
