Under the current government’s ‘Total Peace’ agenda, this territorial emphasis is invoked across state institutions through dialogue and negotiations with armed groups and criminal organisations, alongside participatory initiatives such as the Consejo de Mayoras y Mayores (the Council of Elder Women and Men). Yet the results of these efforts have been uneven and contentious, and territorial control continues to shift, reshaping the feasibility of what restitution can deliver.
