Over the last few years, there has been a significant change in how governments conceptualise and approach climate change. Climate change was previously seen as an environmental problem, and as a quandary that existed in a separate, often subordinate, sphere to traditional policy concerns. Diplomacy under the old climate frame was centred upon emissions reductions, climate finance, and international agreements – largely looking for ways for states to simply reduce their emissions. More recently, new government frames, conceptions and approaches have emerged.
