When Canada’s diplomats, development specialists and soldiers left Kandahar in 2011, our involvement with the dam ended and the government declared the $50-million project a success. It wasn’t. When I visited the dam in 2013 the water from the dam wasn’t reaching 30 per cent of the 500 kilometres of canals that Canada paid to refurbish. That was according to the U.S. army Corps of Engineers. In fact, back then the engineers figured the dam would not be fully functional until 2017.
