Act for Peace is the international aid agency of the National Council of Churches in Australia (NCCA). Act for Peace supports local partners in 16 countries in the Pacific, Asia, the Middle East and Africa. Our work includes humanitarian aid, disaster risk reduction and response, refugee and IDP assistance and protection, governance and civil society strengthening, health, food security, peace-building and armed violence reduction. Act for Peace is a member of the global ACT Alliance.
The key objective of this consultancy is to assist our local partners to coordinate, design and prepare a successful proposal for a forthcoming competitive tender focused on increasing opportunities for farmers in the Palestinian Territories specifically through market linked initiatives. The consultancy will involve leading and coordinating a consortium of partner NGOs through a process of assessing project opportunities, gathering relevant assessment data, developing an appropriate project design and working with a team to develop a competitive proposal submission. The proposed project relates to agricultural value chains through assisting small-scale farmers to strengthen production and marketing. The proposed project will implement a protection-based and gender-sensitive approach and this should be reflected in all stages of the project cycle including design and proposal development.
Preferred start date:Early July 2015
Duration of the Assignment: Approximately 20-30 days over 6-8 weeks July-August 2015.
Location of Assignment: Palestinian Territories – West Bank and Gaza
Deliverables/Expected Outputs:
• Undertake desk review of program tender documents, partner’s existing work relevant to the program tender, and available documentation related to agricultural value chains in the West Bank and Gaza, and gender-inclusive agricultural approaches.
• With Act for Peace, lead consortium members in the design of a program relevant to all stakeholders within the operating context of the Palestinian Territories, including through:
• Providing technical input into the proposal development process with a key focus on sustainable agricultural livelihoods, agricultural value chains and gender equity
• Introduce project framework and convene project consultation and planning meetings for consortium members
• Liaising with relevant project stakeholders in-country in addition to consortium members, potentially including government departments, donors and NGOs
• Prepare draft narrative, financial and other documentation as required by the tender
• Liaise with Act for Peace on the proposal development process, including through:
• Provide regular updates and feedback to Act for Peace staff in Australia on the proposal development process
• Complete progress updates and consortium meeting minutes
• Provide recommendations on capacity building program required for implementing partners should the program be funded
Working with:
• Consortium Partner representatives in Palestine: Act for Peace has long term partners based in Palestine who are the central partners in this project. Additional new partners may also be involved.
• Act for Peace: Peace Building Manager, International Program’s Coordinator (Middle East), Program Finance Manager, Senior Protection Advisor.
Fees: USD $350/day
Essential criteria for Consultant selection:
• Experience in design and implementation of programs aiming to strengthening sustainable agricultural livelihoods opportunities with a specific focus on value chain development and linkages to private sector. Experience in this context within Palestine preferred
• Relevant knowledge of good practice and standards relating to supply chain and agricultural livelihoods programs, including delivery of such programs with conflict affected communities
• Experience in leading multiple stakeholders in consultation, design and planning exercises as relevant to program design and implementation (log-frame, timeline, budget, risk management, MELF)
• Experience in applying community based protection approaches
• Ability to interpret tender documents in relation to the implementing context
• Excellent stakeholder liaison and negotiation skills at all levels
• Relevant documentation to work and travel in Jerusalem, West Bank and potentially Gaza
• Own computer
• Relevant insurance
• Excellent written and spoken English language skills
• Excellent written and spoken Arabic
• Ability to complete relevant Child Protection checks, sign Act for Peace Codes of Conduct
