The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the Movement.
GRC is currently seeking an experienced Programme Coordinator in order to coordinate GRC’s programme related to the Syria Crisis in Lebanon and Turkey. The Programme Coordinator will be based in Beirut. The position holder will be requested to conduct field visits including national and regional travel. Duration: as soon as possible until 31.03.2017 (with possible extension) Location: Beirut / Lebanon Responsibilities and Tasks:- To manage GRC projects in accordance with approved plans, regulations and policies
- To ensure full compliance with donor requirements in reporting (narrative and financial)
- To produce project documents following GRC specific formats (project synopsis/concept paper, result based project plan, full project proposal, project budget, project agreement with partner, regular reports)
- To ensure effective coordination with other stakeholders for the planning and implementation of the projects
- To support building capacities with implementing partners in order to improve capacities to respond and to work in joint projects respecting the special role of volunteers
- To identify needs and new project opportunities in line with GRC regional strategy
- To cooperate and liaise with Red Cross/ Red Crescent movement partners and where applicable with external stakeholders at the appropriate levels
- To support the GRC Regional Office in programming and strategy setting by contributing relevant technical information about humanitarian needs resources, stakeholders and objectives in the context of the Syria Crisis (Lebanon and Turkey)
- 3 years of working experience in the humanitarian field preferably in the coordination of relief projects
- Willingness to work in a complex and dynamic multicultural environment
- Solid programmatic, financial and organisational planning skills
- Excellent communication skills, resolution skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner
- Proven abilities in decision making and problem solving- to foresee various options and objectively assess viability to these options
- Ability to work independently and as a team member
- Readiness to go on assignment without partner
- Previous experience of working for the Red Cross / Red Crescent Movement
- Proven experience in working closely with a Red Cross or Red Crescent National Society
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
- Experience in working with different donors (German Ministries, ECHO etc.)
- Oral and written fluency in English, any additional language is of advantage
- Self-supporting in computing (MS-Windows, spreadsheet- and word-processing)
- Familiarity with the region and Lebanon in particular is an asset
- Awareness and acceptance of the risks associated with this mission
- A good stress management
- Experience in working in a difficult and volatile security situation
- Excellent physical and mental health with the ability to complete a thorough medical screening process
