Afghanistan: Chief of Party, Afghan Urban Water and Sanitation (AUWS) Project

DAI seeks qualified candidates for the AUWS Project in Afghanistan, to be funded by the U.S. Agency for International Development (USAID). If DAI is the successful bidder, DAI will work to increase access to urban water and sanitation services for residents in six Afghan cities (Kabul, Herat, Jalalabad, Mazr e Sharif, Kandahar, and Kunduz) serviced by the Afghanistan Urban Water Supply and Sewerage Corporation (AUWSSC) and the Afghan government. To accomplish this goal, DAI will conduct interventions to create business plans for the AUWSSC strategic business unit in each of these cities;  improve cost recovery for the AUWSSC; and develop and implement a performance benchmarking system for the AUWSSC.

Utilizing experience in water, service delivery, infrastructure, and municipal governance, the AUWS Project will address the following objectives: 1) increase the technical and operational performance of AUWSSC; 2) enhance sanitation service delivery and planning; and 3) improve water and sanitation infrastructure. These interventions are expected to increase people’s access to basic water and sanitation services as well as to improve the quality of existing services.

Core Responsibilities:

The Chief of Party will be responsible for overall project management, including strategic vision and field team leadership; development and implementation of work plans, oversight of operational budgets and performance monitoring plans; liaison with USAID/Afghanistan, government officials, other donors and partner organizations; identification and mitigation of program risks; and achievement of targeted project results and objectives. The Chief of Party will supervise project staff and ensure compliance with DAI ethics, procedures and policies as well as USAID rules and regulations. 

Qualifications:

The Chief of Party should meet the minimum qualifications:

  • Bachelor’s degree in engineering, water utilities management, urban studies, or a related field; advanced degree preferred;
  • 10 years of progressively responsible international experience in managing and implementing large water and sanitation development programs;
  • 5 years of successful work as Team Leader or Chief of Party of multinational technical assistance teams for donor-funded projects of similar magnitude and complexity, particularly in transitional, conflict, or post-conflict countries;
  • Demonstrated expertise in capacity building of the public sector, specifically commercialized state enterprises; demonstrated experience in water and sanitation service delivery in urban areas; demonstrated knowledge of water and sanitation infrastructure improvement;
  • Experience working directly with host country ministries, commercialized state enterprises, and water and sanitation customers, is highly desirable;

Other Qualifications:

  • Knowledge of US Government and USAID regulations and policies for contractors;
  • Professional fluency in English in speaking, reading, and writing; Dari and Pashto proficiency is desirable;
  • Excellent verbal presentation and writing skills;
  • Ability to interact regularly and professionally with senior host-government and private-sector counterparts on policy and strategic and operational planning issues;
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines
