East Syria: Team Leader - Scoping Mission

The Team Leader will be the head of the scoping mission, particularly overseeing the security management, networking, actors mapping and overall leadership of the scoping mission to achieve expected results

The objectives of the assessment are the following:

  • Context analysis, evaluate the situation regarding access to water, sanitation and hygiene
  • Identify and prioritize needs
  • Identify the most vulnerable groups (direct beneficiaries) and indirect beneficiaries.
  • Describe the levels of vulnerability and set criteria for intervention
  • Define an intervention strategy
  • Define adapted technical answers and design a proposition alongside with a budget

Specific objectives for the Team Leader:

  • Obtain all necessary authorizations to cross the border from Iraq and access the areas of interest
  • Ensure the needed means are deployed and be responsible for organizing the movements to the field as deemed necessary.
  • Collect information regarding other humanitarian actor’s strategies in the target interventions areas and about the authorities (requirements, their priorities & vision etc.) through a stakeholders’ analysis (see template) that would gather all the essential information that needs to be considered and the related contact info for each.
  • Put together a security risk analysis of the area, suggest mitigation measures and an access strategy including key information on procedures and authorizations to be obtained prior to movements to and within the targeted area.
  • Confirm/investigate all administrates aspects and capacities for SI to work in the target geographical areas
  • Meet with potential donors in Erbil to pitch SI’s foreseen response.

Organization of the mission

The methodology and tools used are expected to be fine-tuned by the scoping mission team during the preliminary briefing and preparation phase. 
Expected deliverables from the assessment team will be an assessment report in English, a proposal in English with any necessary appendices and bills of quantities.

As conditions of security are volatile, the visit will follow strict SI safety procedures. 

The mission will included

  • 1 day for briefing at SI
  • 20 days in the field
  • 1 day debriefing with HQ
  • 5 to 7 days to finalise the deliverables.
  • Travel Paris – Erbil – Paris

Means provided by SI

  • Plane tickets
  • Laptops if required
  • Phones and scratch cards to be bought in Erbil
  • Accommodation
  • Vehicle with driver

Your profile

  • General professional experience: Previous demonstrated experience in such scoping missions, and as Country Director or Field Coordinator
  • Specific professional experience: Security management, conducting assessments, proposal writing, representation/fundraising.
  • Required skills: Excellent communication, organizational and prioritizing skills. Diplomacy, autonomy, perseverance and creativity. Ability to work under pressure and in volatile contexts.
  • Others: Strong knowledge of the Middle East and the Syrian crisis
  • Fluent English (speaking, reading and writing skills), Arabic is an asset
