WRI's African Forestry Team is looking for a Geomatics Technical Assistant for the Congo-based Forest Initiative in Kinshasa to support the multi-sectoral planning process, focused on management Natural resources and geographical data.

On a technical level, WRI focuses on the development of information and decision-making tools as one of the bases for land-use planning and allocation of rights to natural As well as to support the multi-stakeholder process in order to put in place the legal and institutional framework necessary for regional planning. The main partners in this work are the governmental institutions responsible for spatial planning, sectoral ministries (eg ministries of forestry, mining, agriculture and transport), local civil society and sector actors Private partners involved in major land investments.

The Technical Assistant will be responsible for supporting the development of a geomatics vision and geomatics techniques appropriate to the implementation of the cartographic activities in collaboration with the partners of the DRC and to broaden the activities of the " Atlas Forestier on other sectors with the aim of creating a comprehensive data portal on land use planning. 
The National Technical Assistant will report to the Technical Adviser of the DRC based in Kinshasa and will work with the rest of the technical team of the DRC, in particular the Coordinator of the Forest Atlas and the Global Forest Watch Awareness / Training Coordinator.


Responsibilities

  • Support the implementation of technical activities related to WRI's involvement in land-use planning, in collaboration with partners, in the Democratic Republic of Congo;
  • Participate in the development and implementation of GIS and remote sensing methodologies for land allocation, natural resource management and forest monitoring;
  • Work closely with partners in the DRC (government, NGOs and the private sector) to provide technical support to relevant processes such as land use planning, monitoring of operations, Management of protected areas, etc.
  • Conduct training of staff and other stakeholders in GIS, database management and application of data to key processes;
  • Contribute to the collection, cataloging, processing and posting of data layers on land use and metadata writing;
  • Plan and conduct field missions for data collection and / or validation on relevant areas, as required;
  • Carry out primary analyzes on the basis of satellite imagery or other layers of data in support of land use planning, forest monitoring, etc.
  • Support mission through the DRC to support the implementation of the activities.

Qualifications

  • Significant experience in GIS, remote sensing, database management and geo-portals;
  • Profound knowledge of ESRI tools and a good understanding of the OpenStreetMap platform;
  • Knowledge in the field of natural resources, forestry or land use planning in the Democratic Republic of Congo;
  • Ability to work independently and take initiatives to find solutions to technical problems Advanced ability to think and analyze;
  • Strong attention to detail and ability to anticipate and understand the overall strategy and vision for forest / natural resource management / land use planning;
  • Outcome prioritization, both independent and multi-sector team work, as well as the ability to work under pressure;
  • Prior experience working on the ground in the DRC;
  • Strong communication, presentation, and training skills in technical areas and methods;
  • Speak and write fluently French. The ability to work in English is an asset;
