CARE knows that just and sustainable food systems are possible, but only if we actively address injustice and build systems that serve the needs of the entire global population.  The Deputy Director for Food Security will support this work by leading successful program design efforts and ensure quality implementation of Food For Peace (FFP) funded Development Food Assistance Programs (DFAPs) that utilize proven innovative approaches to increase food and nutrition impacts.  The Deputy Director will work closely with the CARE Competitive Bids Unit to provide technical leadership to  effective program designs that incorporate proven approaches that increase food and nutrition security impacts.  S/he will also facilitate Technical Assistance and any program refinement/learning efforts necessary to ensure positive and sustainable impacts.  S/he will also work closely with partner organizations to coordinate their inputs to the program design and performance of the program.   In short, the Food Security Deputy Director will be a critical member of a growing, highly active and hard-working team designing and supporting some of CARE's largest and most impactful programs. This role will report directly to the Director of Food Security.  As the Food Security team expands, the Deputy Director will supervise one or more advisors who will focus specifically on coordinating the technical design and performance of DFAPs.  This position will be based in Atlanta.  Primary Responsibilities:
 

  • Quality program design to generate USAID resources
  • Multiply FNS impact through integration of effective CARE approaches
  • Technical assistance to Development Food Assistance programs
  • Maintain partnerships with US-based program partner staff
  • Supervision of Food Security Team technical advisory staff
  • Perform other duties as assigned
  Primary Skills:
  • Minimum of five (5) years experience in providing technical guidance or support to developmental Food Security, Nutrition, Maternal and Child Health, Livelihoods and/or Resilience programs, of which three (3)years must be with Title II or similar USAID programs
  • Proven experience in designing or providing significant technical support to successful USAID proposal bids
  • Demonstrable experience working with USAID with FFP in Washington
  • Strong knowledge and understanding on USAID rules and regulations, especially those relating to Title II programs
  • Strong technical understanding and demonstrable experience in the area of food and nutrition security
  • Strong negotiation skills
  • Strong English writing and speaking skills; strong public speaking and facilitation skills
  • Thorough knowledge and ability to apply current FNS and resilience research and methodologies
