Oxfam in Yemen:

Oxfam is working in Yemen since last 32 years, implementing the country programme though 4 field offices, in Amran, Hajja, Aden and Taiz governorate and coordination office in Sana’a with a team more than 250 staff which includes 23 international staff based in Yemen. The country team also draws on substantial surge support from Oxfam’s regional and global offices and resources. Oxfam has reached to more than 850,000 people as direct beneficiary and additionally, providing water to more than 1 million people, through Local Water and Sanitation Corporation to our support urban water supply systems across the selected governorate in Yemen. Building on the current programme Oxfam strategy for Yemen focuses on to expand its established programme activities in WaSH, EFSVL, gender and protection, setting a target of over 1.2 million direct beneficiaries for FY2016/17.

Oxfam has invested in a strong community mobilisation and acceptance strategy to ensure a good understanding and respect of Oxfam’s humanitarian mandate among beneficiaries, support structures, diverse stakeholders and government agencies. This approach has resulted in Oxfam being able to successfully implement on an average £1.8 million per month of programme activities, since Oxfam became fully operational after the escalation in July 2015.

The Role

WASH Coordinator with excellent leadership skills and ability to undertake innovative and strategic initiatives within the challenging conflict context of Yemen. You will lead the large-scale integrated WASH Programming in a complex and fluid situation. This will involve developing programme strategy and maintaining dynamic design flow, alternating between rapid response and sustainable initiatives, with emphasis on innovative approaches to address chronic environmental and structural WASH challenges. You will be working closely with Emergency Food Security and Livelihoods, Gender, Protection and Advocacy teams to develop integrated solutions to the multitude of needs in Yemen. You will also be involved in coordinating with a wide range of stakeholders at various platforms/clusters and influencing policy/practice and decision makers in WASH Sectors with cogent strategic and technical analysis. Key Skills and Experience

  • Proven substantial experience of emergency WASH programming. This includes large scale up (sudden onset) in a fragile state context such as Yemen.
  • Excellent understanding of SPHERE and WaSH agencies' internal minimum standards/tools.
  • Experience of WASH in emergencies at a senior level, including strategy development, advocacy, influencing and negotiation with a wide range of actors, including donors, technical and management teams.
  • Experience in commissioning a variety of pieces of programme initiatives ranging from responding to the crisis (water trucking, rehab of submersible pumps), commissioning scoping studies to examine options for remedial works to urban WaSH infrastructure; understanding the potential governance structures (now and future) and commissioning pieces of work with the policy and advocacy teams.
  • Sound understanding of the community mobilization, and hygiene promotion thus recognizing which interventions are appropriate given the context.
  • Excellent English written skills, including report writing.
  • Previous experience of working with Oxfam would be an advantage

What we can offer

Salary: £27,550 - £36,547 net per annum (Net = take home pay. Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary); Plus a Hard To Work Allowance of £4000 net per annum; In addition, Oxfam offers staff a comprehensive benefits package including a generous living expenses allowance, R&R in addition to annual leave entitlements, sick pay provision, medical cover plus opportunities for learning and development.
