The WASH Specialist is a member of the Programme Unit (PU). The position-holder is the strategic and technical lead at country level. As such, they are responsible for taking a lead role in the strategic leadership, technical quality, advocacy and coordination, and fundraising for the WASH Core Competency. The position-holder will also be responsible for providing technical support and guidance to the WASH field teams.

Role and responsibilities

The purpose of the WASH Specialist position is to lead the strategic direction and strengthen the technical quality of NRC Sudan’s WASH programmes. The Specialist is responsible for providing technical support and guidance to the WASH Project Managers and WASH project teams delivering implementation at field level. The position holder will be expected to travel within Sudan to visit, monitor and support NRC WASH programmes.

Key objectives for this role include:

  1. Develop WASH strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
  4. Identify trends, technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within WASH, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

Strategic Resource Management

  1. Contribute to developing context analyses and outline strategic directions for an emergency focused WASH programme in Sudan
  2. Initiate WASH emergency response, with a strong protection lens and ensuring maximum beneficiary engagement
  3. Support the development and implementation of needs assessments to identify areas of interventions and foster an evidence-based response
  4. Ensure the adoption of appropriate WASH designs and technologies, considering cost effectiveness, cultural awareness, and protection of the environment
  5. Take the lead on quality project deliverables to ensure high technical outputs including but not limited to review of technical, safety assessments, participate in tender processes and review of eventual output.

Generic professional competencies for this position: 

  • Minimum 4 years of experience within technical expertise area in a senior role in a humanitarian/recovery context;
  • Experience from working in complex and volatile contexts;
  • Expertise in WASH programming;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Humanitarian coordination experience
  • Strong interpersonal skills
  • Documented results related to the position’s responsibilities
  • Fluency in English both written and verbal, Arabic language desirable

Context/specific skills, knowledge and experience:

  • Knowledge of Sudan and the conflict
  • Experience of programming in the region;
  • Experience of programme scale-up and scale-down;
  • Preferred experience of leading inter-agency coordination and collaboration;
  • Preferred experience of working in matrix management structure;
  • Experience of collaborative working with remotely based colleagues.

  • Salary/benefits: grade 9 on NRC’s salary scale. 
  • Duration of Contract:  12 months fixed term contract, with possibility of extension depending on funding availability and performance.
