Overview of position 

Under the overall supervision of the WASH Programme Manager, and under the direct supervision of the WASH Officer, the successful candidate will support the implementation of activities committed in project proposals and those required for development and sustainability of the IOM WASH program in Afghanistan.

Role objectives           

Assist in the implementation and monitoring of WASH project activities.

  • Retrieve, compile, summarize, and present information/data on specific project topics.
  • Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
  • Prepare and follow up on the field team deployment plan on daily and weekly basis and report to the WASH Officer.
  • Draft status reports, identifying shortfalls in delivery and bringing them to the attention of the supervisor.
  • Carry out technical assessments and analyse the data collected towards the implementation of projects in the water, sanitation and hygiene to respond to the needs of IDPs and host community.
  • Assist the WASH Programme Officer in designing WASH projects interventions and preparing cost estimates for water, sanitation and related hygiene interventions.
  • Assist the WASH Officer in preparing final bidding documentation for tender processes.
  • Regularly monitor all basic portions of the WASH projects in progress and provide weekly updated summary to the WASH Officer.
  • Draft daily field reports, analyse the reports and discuss matters that need attention with supervisor.
  • Bring to the attention of the supervisor of any works which are not meeting timelines or where quality standards are not being met.
  • Monitor that materials are used in accordance with specifications/procedures and instructions from the supervisor, keeping records and coordinating with the Logistics Officer for request and delivery to implementation sites.
  • Prepare and define logistical needs for the implementation of activities.
  • Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in public health, Environmental/Civil Engineering, Environmental Science, Water management or related fields from an accredited academic institution with three (3) years of relevant professional experience

 or

  • High School Diploma with five (5) years of relevant professional experience

Experience

  •  Experience in community mobilization, public health and WASH, especially in conflict or post-conflict areas 
  •  Experience in WASH services implementation, contribution such as water, sanitation and hygiene promotion are required. 
  •  Direct experience in the Central and/or Eastern Regions is essential.  
  •  Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage

Languages

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
