The Role

This role will support the emergency telecommunications cluster (ETC) to empower local and national actors with emergency response services

The position is only open to Ukrainian nationals.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food. 

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

Make a Difference

In the position, the officer will:

  • Coordinate reporting activities relating to TEC unit and ETC operations.
  • Write regular Situation Reports, factsheets, infographics and other IM and advocacy products summarizing TEC and ETC activities in Ukraine;
  • Provide inputs to OCHA and WFP Country Office products, including internal and external SitReps;
  • Manage content of ETC Ukraine operations page, ensuring all information is up to date and accurate;
  • Establish and maintain ETC country mailing lists;
  • Maintain internal information sharing mechanisms, documentation formats and templates, central file store, according to ETC guidance;
  • Coordinate global and local ETC meetings, UN IT/ETCWorking Group with partners as well as internal WFP TEC Task Forces including scheduling meetings, and writing and distributing meeting minutes;
  • Monitor and maintain relevant shared ETC email account and direct requests for information as appropriate;
  • Develop and distribute ETC User Feedback Survey including compilation, analysis and presentation of results;
  • Prepare and edit ETC content for news releases, feature articles, stories, briefing notes, and other materials for use in the media and distribution to the public and donors, including creative human-interest content for both internal and external publication to raise awareness of ETC activities in the fields;
  • Support the design, procurement of ETC visibility items and coordinate the distribution;
  • Liaise with, NGOs and other UN agencies as required to gather and disseminate information on ETC activities;
  • Assist the ETC coordinator to write and edit other reports or documentation required by the ETC such as Concept of Operations (ConOps), provide inputs of TEC for Annual Country Report (ACR), Annual Performance Planning (APP), project documents, presentations and  funding appeals; 
  • Attend meetings including the local inter-agency IM Working Group and represent the ETC as requested in other relevant meetings;
  • Provide guidance and oversight in ETC documents as required to ensure consistent messaging;
  • Perform other related duties as required.

Qualifications

Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with two additional years of related work experience and/or training/courses. 

Experience: A minimum of one year of relevant professional experience in an international context, preferably in Information Management, data management and analysis.

Knowledge & Skills: 

  • Ability to meet deadlines and work under pressure as part of a team; 
  • Ability to communicate clearly both orally and in writing, transforming technical terminology into easily understood language
  • Good communication skills; excellent written and analytical skills; 
  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint 
  • Experience in data management and analysis, coordination and reporting 
  • Willingness to work in challenging environments/field locations.
  • Tact and ability to work harmoniously with people of different national and cultural backgrounds
  • Basic knowledge of ICT operations and humanitarian reform / cluster concept appreciated
