Ukraine: Food Security and Livelihood Program Manager

The recent development in Ukraine have led over 7.6 million refugees to flee over the borders from Ukraine and a further 6.3 million have been displaced within Ukraine. The estimated 17,7 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine.  5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border. This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.  

ACF is opening a base in the South of Ukraine and aims at starting activities from September on, including multi-purpose cash transfer assistance for displaced and confict-affected populations. The first priority of the FSL program manager will be to finalize the recruitment of the FSL team and start the activities in the area, with the objective of building ACF team's capacity. In addition, FSL assessments and work on the approach and strategy are planned. The FSL PM will contribute to the strategy revision, with a chance to develop post-emergency and more sustainable programming. 

RESPONSIBILITIES

The food security and livelihood program manager will be able to identify and implement high quality food security and livelihoods programming activities which are appropriate and comprehensive, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies

  • Contribute to deliberations on the strategy and the positionning of the FSL department 
  • Identify needs and contribute to FSL project elaboration 
  • Lead design, implementation, monitoring and reporting of FSL projects
  •  Contribute to the quality, accountability and impact measurement process of his/her program 
  •  Participate to the coordination, representation and partnerships of ACF in his/her area of intervention 
  •  Supervise and manage the FSL team
  •  Contribute to knowledge building and technical development in his/her sector 
  • Compliance to the ACF Values & Principles, Gender equality, Child protection sensitivity and Safeguarding policies.  

REQUESTED PROFILE 

Includes:

  • A bachelor Degree in humanitarian studies, food security, or similar field
  • Experience in implementing Food Security and Livelihood projects in challenging context
  • Experience in cash or voucher distribution is required
  • Knowledge and understanding of Humanitarian coordination mechanisms
  • Excellent capacity on use of computerized system/programs (Word, Excel, Outlook, and technical programs)
  • Excellent personal and communication skills

SPECIFIC CONDITIONS / SALARY

  • 6 months fixed term contract under French or Ukrainian labor law
