Remote: Call for Interest: Experts for Cross-Sectoral Scientific and Technical Team on Ongoing Needs for Nuclear Weapons Testing

Norwegian People’s Aid (NPA) has initiated a global assessment of ongoing needs for victim assistance and environmental remediation after past nuclear-weapons testing. Phase 1 of the project will be desk-based only and collect data through structured interviews with key informants from affected states, agencies, and organizations, and implement a cross-sectoral review of available research and evidence.

The findings and recommendations of the research will be presented in an initial needs assessment report, which will be published in the spring of 2024 with active involvement by stakeholders from affected states. The initial report will then form the basis for the planning, fundraising for and implementation of Phases 2 and 3 of the Global Needs Assessment, which will be field-based and comprehensive projects.

In connection with the implementation of Phase 1 of the project, NPA will establish a cross-sectoral scientific and technical team consisting of external experts. The cross-sectoral team will, together with a lead researcher and author, participate in the data-gathering and conduct the desk-based review of available research and evidence on ongoing needs and seek mutual understanding of the relevant contexts and facts. The project will be implemented on the basis of humanitarian principles, actively involve national, provincial and local stakeholders, and have an operational focus on intervention measures that can be taken to address the identified needs.

To compose a broad and diverse cross-sectoral team, NPA will seek to commission a total of seven external specialists with expertise from one or more of the following areas:

  • Radiation dose assessment;
  • Mapping, data gathering, management and analysis of past and present radioactive contamination;
  • Biological factors (including gendered impacts) and behavioral factors that make some populations more vulnerable to exposure to ionizing radiation;
  • Intervention measures for reduction of the doses ingested by the population;
  • Psycho-social, socio-economic, and cultural impacts from nuclear weapons testing;
  • Environmental risks and environmental remediation intervention measures;
  • Climate change impact on risks from radioactive contamination;
  • Atmospheric modelling of radioactive fallout;
  • Humanitarian and human rights effects of environmental contamination;
  • Rights-based implementation of victim assistance and environmental remediation

The scope of the services sought is approximately 18 days per expert, at an upper rate of NOK 5,000 per day, depending on availability and qualifications of candidates.

Criteria for selection

Expressions of interest will be considered on a continuous basis as and when they are received. NPA will elect the candidates that enable us to put together a broad and diverse team with a high degree of expertise, and it maintains the right to use or cancel received expressions of interest. Because of limited funding for the project, NPA is not in a position to consider candidates with a price per day that exceeds NOK 5,000.

A successful candidate should preferably possess a doctorate in a relevant field and have a significant number of publications to their name.

NPA continuously strives for more diversity and inclusion across the organization. It encourage all qualified candidates to apply. Candidates from communities harmed by nuclear weapons are particularly encouraged to apply.

In cases where one or more candidates have the same area of expertise, NPA will score the received expressions of interest on the basis of the following criteria:

  • Academic level 25%
  • Relevance and quality of previous publications 25%
  • Availability and assessed ability to deliver within timeline: 25%
  • Price per day: 25%

Other information

A timeline for the work will be developed and agreed between the contributor and NPA as part of the contract. Travel for one to four cross-sectoral workshops may be expected.

The candidate is responsible for the necessary registration related to payment.

Payment will be done on the basis of invoices from the contributor according to the contracts entered into and timelines agreed.

The contributor is responsible for his/her own taxes, insurances, pensions and health care and all other work-related expenses.

Travel related to the project will be covered by NPA.
