Women ex-combatants Increasing their Meaningful Participation in Advocacy and Conflict Transformation initiatives

 I. About Nonviolent Peaceforce 

Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing safety and security of civilians, and strengthening local peace infrastructures across its programme locations.  Presently, NP has country programme operations in South Sudan, Myanmar, Iraq, and the Philippines.

NP has been present in Mindanao, Philippines for 14 years working and living within the conflict-affected areas and being the first international NGO tasked to monitor civilian protection issues under the signed peace agreements of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) since 2009.

II. Project Background

The Resolution 1325 on women, peace and security (WPS) is a landmark legal document adopted by the UN Security Council reaffirming that peace and security efforts are more sustainable when women are equal partners in the prevention of violent conflict, the delivery of relief and recovery efforts and in the forging of lasting peace. In Asia, the Philippines was the first to launch its National Action Plan (NAP) on WPS—now on its third action plan with implementation coverage from 2017 to 2022. In terms of women’s participation in decision making in peace processes, the country has witnessed the world’s first female chief negotiator in the peace negotiations between the Philippines government and the Moro Islamic Liberation Front (MILF) signing the Comprehensive Agreement on the Bangsamoro.

The Women-IMPACT Project or women ex-combatants increasing their meaningful participation in advocacy and conflict transformation initiatives offers women-responsive and community-based solutions towards addressing the struggle of women’s engagement and representation in conflict transformation initiatives and the continuing violation of women’s rights due to gender and conflict-related violence in BARMM and wider Mindanao areas.

Utilizing Nonviolent Peaceforce’s (NP) experience on WPS programming and reputation in the ground, NP partnered with LMWOI and involved the Local Government Units (LGU) in the direct implementation of activities in the ground. Likewise, the project collaborated and advocated with relevant agencies at the regional government and will tap women-led CSOs in the learning exchange activities. In total, the project implemented for 12 months and reached approximately 460 direct beneficiaries across 4 municipalities in Basilan and Lanao del Norte.

III. Objectives

The project End Assessment will commence by April 15 to May 15, 2023. It aims to achieve the following objectives;

  1. Collect quantitative and qualitative evidence of project outcomes and output as specified in the project indicators.
  2. Document individual, group and community change attributed to the project implementation
  3. Document innovation, key lessons learned and good practices that led to the achievement of results.
  4. Identify challenges and draw recommendation for future programming.

IV. Methodology and Scope of Work

  • The consultant will lead the processes of developing survey tools and project end assessment workshop design that will ensure participatory process of gathering qualitative data from selected project beneficiaries.
  • Consultant is expected to determine the target sample size of the survey and project end assessment workshop based on the project beneficiaries reached across Basilan and Lanao del Norte, and LMWOI.
  • The consultant will lead the processing of qualitative data gathered through the Project End Assessment Workshop.
  • NP will conduct the quantitative data collection in the field. After the consolidation, NP will provide the survey results to the consultant for data analysis.
  • He/she is expected to process the quantitative data gathered from the survey and triangulate using the result of project end assessment, project quarterly reports and baseline result.
  • The consultant is expected to submit and lead the presentation of the draft Project end Assessment Report.
  • The consultant is expected to submit the final report after considering the recommendations from the UN Women and Nonviolent Peaceforce not later than May 15, 2023.

V. Sampling Strategy

The sampling should include a purposely-targeted representation from key actors and stakeholders reached by the project. The consultant must also consider the gender, ethnicity and education.

 The consultant is invited to propose an appropriate sampling methodology and size that is statistically valid and cost effective. A final representative selection will be made against an agreed set of criteria by NP and the consultant.

 Both the sample size and proposed tools will be discussed and approved by NP before the start of the data collection.

VI. Preparation of the Deliverables/Timelines and Financial Proposal

 The consultant’s engagement shall commence on April 15 to May 15, 2023 duration from submission of proposal to final report. The activities with corresponding deliverables or outputs are the following.

1. Preparatory activities 

  • Inception meeting with
  • Desk review
  • Finalisation of work plan, evaluation respondents and data gathering tools

 Output: Inception report

2. Field work / data collection (NP)

3. Project end assessment workshop

4. Analysis, writing and submission of approved draft report

5. Report presentation and debriefing

Output: Draft report 

6. Submission of final report and supporting documentation

Output: Final report 

The Project End Assessment workplan will include the proposed study approach, framework of analysis, Key Evaluation Questions matrix, sampling approach and methods, data collection tools, validation (data quality assurance), data analysis plan showing how each question will be analyzed from the data collected, roles and responsibilities, timeline with detailed calendar of key activities and milestones and associated levels of effort. The Key Study Questions matrix should identify more detailed areas of focus for each question, aspects to consider within each focus area, and methods for investigation.

The consultant will ensure that the following gender considerations are integrated in conducting the assignment: 

  • The entire process will take into consideration key gender issues for each area of focus.
  • Set gender equality protocols for the data collection, ensure all tools and data collection techniques are sex-disaggregated
  • Collect data using good gender equality practices. Note that data sets must be sex-disaggregated and collect information from women and men as separate individuals or groups

The financial proposal should comprise consultant professional fees. Cost related to survey and Project End Assessment will be under NP. All costs should remain valid up to 30 days from the day of proposal submission.

 VII. Roles and Responsibilities of the Consultant

VIII. Expected Output

Draft and final report should be submitted according to the schedule. With submitting a draft report, the consultant should organize an in-person or virtual meeting and discuss on comments and suggestions of the project staff. Relevant comments should be considered in the final report. Thus, the draft report following the agreed outline/format and the final report.

The final report should follow the following format:

  • Cover Page
  • Acknowledgement
  • Glossary/Acronyms
  • Executive Summary
  • Introduction
  • Methodology
  • Scope and Limitation
  • Findings
  • Good Practices
  • Conclusion
  • Recommendations
  • Appendices,
    • to include project end assessment terms of reference, maps, sample framework, summary of research team’s activities, end notes (where appropriate) and bibliography. All materials produced by the survey, including hardcopy of the report and raw data
    • Final Data Collection Tools Used

    • List of Persons Interviewed and Sites Visited 

The main report shall not be more than 30 pages (excluding appendices). Moreover, the consultant will be responsible for presenting the most significant findings to the NP and implementing partners.

IX. Copyright and Ownership of the Study

Any and all documents produced under this consultancy shall be the sole property of NP and may be used for any purpose whatsoever without the need to consult with the author. 

X. Professional Fee and Mode of Payment

The professional fee will be inclusive of tax and the payment will be done according to the following arrangement:

1st instalment

 Amount: 20% of the total amount

 Timeframe: Upon submission of inception report and approval of study design, research tools, and study work plan

 2nd instalment

 Amount: 40% of the total amount

 Timeframe: After submission of draft version study report

 3rd instalment

 Amount: 40% of the total amount

 Timeframe: After completion of final study report

 The payments will be made in A/C payee cheques in the name of the consultant/company.

 XI. Qualification of the Consultant

 The consultant shall have the following qualifications:  

  • At least 3-5 years of progressively responsible experience in development research, evaluation of developmental programmes, and project management, preferably in areas related to peace and conflict and humanitarian work;
  • With demonstrated expertise in monitoring and evaluation of gender-transformative.
  • Familiarity with different methodologies for evaluation and review, including quantitative and qualitative data collection and participatory approaches;
  • Demonstrated ability to construct and use sex-disaggregated data collection tools and to present data in reports in a consistent and through sex-disaggregated and gender-sensitive manner.
  • Proven ability to write quality reports and expertise in carrying out large scale qualitative and quantitative studies;
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity. 

 XII. Application Process and Requirements

  • A detailed technical proposal clearly demonstrating a thorough understanding of this TOR and including but not limited to the following:
  • Consultant/Company Profile
  • Description of the Methodology and Sample Size Determination
  • Demonstrated previous experience in similar assignments and qualifications outlined in this TOR (provide 2-3 sample work)
  • Proposed data management plan (collection, processing and analysis)
  • Study work plan
  • Team composition and level of effort of each proposed team member (include CVs of each senior team member)
  • A financial proposal with a detailed breakdown of costs for the study quoted in PHP.
