All selected candidates will therefore have to submit to rigorous verifications relating to the references provided as well as their background.    Office/Unit/Project Description   Mali is a landlocked country located in the Sahel region, which continues to face significant challenges, marked by growing fragility and a protracted and multifaceted crisis. Since the signing of the agreement for peace and national reconciliation in May 2015, the development context in Mali has changed radically with a rapid deterioration of the security situation in the central regions.  Climate change is an ever-present threat to development and peacebuilding in Mali. Temperatures in the Sahel are rising one and a half times faster than the global average, and all models predict more erratic and unpredictable rainfall. In many areas of Mali and the Sahel, these impacts of climate change are set against a backdrop of food and livelihood insecurity, poverty and instability, and poor governance, with which climate impacts interact.  Climate change is considered a "risk multiplier". The complex and interrelated causes and consequences of increasing climate variability require concerted action to reduce its effects on people, communities and ecosystems, as well as to protect development gains, peace and stability.  Aware of the development challenges posed by climate change and its impact, the UNDP has developed a regional program aimed at addressing issues related to climate security in the Western Sahel with a total budget of USD 64,962,000. This program will address these challenges through a series of structural and non-structural measures focusing on positive causal effects, such as: (i) the use of sustainable practices in the exploitation and management of resources (ii) improving organizational capacities for collective action (such as farmers' cooperatives, women's groups, youth groups, etc.); (iii) increased citizen engagement in governance systems addressing climate security issues; (iv) innovation and diversification of livelihoods. Although the scope of the program is regional, the initial phase with the support will focus on the countries of the central Sahel, namely Burkina Faso, Mali and Niger, with particular emphasis on central Mali which will serve as a training ground. catalytic test where activities will first be deployed.  It is within the framework of this initiative that UNDP is seeking to strengthen its team and hire a Climate Security Project Coordinator to ensure the implementation and monitoring of climate security activities in the Mopti region.   Scope of Work   Under the overall supervision of the Head of the Environment Unit and the direct supervision of the Climate Security Advisor, the Coordinator is responsible for:  Management and coordination of climate security initiatives:  

  • Ensure the administrative management and coordination of all UNDP climate security activities in central Mali as part of the regional program; 
  • Oversee the day-to-day implementation of climate security activities and lead the achievement and achievement of objectives by working with implementing partners and supporting their project-related activities; 
  • Coordinate and monitor implementing partners, consultants and service providers; 
  • With the support of the expert in natural resources and conflict management, and that of the head of the Mopti sub-office, in coordination with the climate security adviser of the country office, design and support the implementation of project activities; 
  • Prepare annual and quarterly work plans in close collaboration with colleagues in the sub-offices and the various external actors concerned; 
  • Draft the terms of reference and specifications of work, services with the support of the expert in natural resource management and conflict, and supervise the work of all implementing partners and contractors; 
  • Manage funds, material and human resources of the project in accordance with UNDP procedures; 
  • Implement the recommendations of the project steering committee in collaboration with the climate security advisor; 
  • Ensure consistency and complementarity with the climate security project funded by the Global Environment Facility (implemented by the Environment and Sustainable Development Agency) and other climate security, resilience, disaster risk reduction, etc. ; 
  • Design, set up and implement an appropriate framework for consultation, exchange of experiences, coordination of actions and centralization of data at Mopti level; 
  Supervision of the project team based in Mopti:  
  • Supervise all programmatic, administrative and logistical tasks entrusted to the climate security team based in Mopti in relation to the head of the Mopti sub-office; 
  • Organize the work of national and international consultants recruited by the project; 
  • Coordinate and maintain close communication with stakeholders and partners. 
  Monitoring and evaluation of climate security interventions:  
  • Support the development of the project monitoring and evaluation plan and ensure its implementation in close collaboration with the monitoring and evaluation team and in partnership with the decentralized services; 
  • Conduct field visits with technical services, implementing partners, etc. ; 
  • Prepare project progress reports (monitoring of activities, monitoring and updating of identified risks, monitoring of expenditure), including regular project reports and submit it to the steering committee and the donor; 
  • Ensure the implementation of recommendations from audits, spot checks, programmatic visits and project evaluations. 
  Ensure the effective integration of social and environmental standards, gender equality and community participation:  
  • Ensure gender mainstreaming, including supporting implementing partners to ensure gender equality and community participation throughout the program cycle, particularly during the local planning process; 
  • Ensure the implementation and monitoring of the gender equality action plan, the stakeholder engagement plan and any environmental and social management plans. 
  Perform other duties assigned by the Climate Security Advisor and any other administrative work required.   Institutional Arrangement  The Climate Security Coordinator is placed under the direct supervision of the Climate Advisor in collaboration with the Head of the Mopti sub-office.     Minimum Qualifications of the Successful NPSA  
Min. Education requirements Have at least a Master's degree in Environmental Science, Agrometeorology, Physics, Agroeconomics, Climatology, Agronomy, Livestock, Forestry, Statistics, Rural Engineering, Hydraulics, Political and Social Sciences or any other related degree. 
Min. years of relevant work experience Relevant experience of at least 5 years in the field of project management, including at least 3 years in areas such as resilience, natural resource management, conflict prevention, disaster risk reduction. 
Required skills Experience in planning, formulation, management and/or support for the implementation of development projects; Experience in the implementation and monitoring of adaptation measures in the face of the effects of climate change Good computer skills; Experience in results-based management; Knowledge of UNDP procedures and guidelines is an advantage.   
Required Language(s) Excellent command of the spoken and written French language is required; A good knowledge of English will be an asset.
