The Food and Agriculture Organization of the United Nations is a specialized agency of the United Nations that leads international efforts to defeat hunger and improve nutrition and food security.

Organizational Setting

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the policy and technical guidance of the Animal Health Officer/ECTAD Global Coordinator (NSAH), in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Mozambique, the direct supervision of the ECTAD country team leader in Mozambique, and in collaboration with ECTAD country and regional teams in Eastern Africa.

Technical Focus

The incumbent will be expected to:  Map the veterinary medicines drug supply chain with respect to the following variables and using the approach mentioned below.

Tasks and responsibilities

1. Variables

A. Stakeholders – actors; # and role; sector (public or private)

  • Importers of finished veterinary medicines – ready for distribution
  • Importers of raw materials for manufacture or local repackaging
  • Manufacturer of active pharmaceutical ingredient (API)
  • Distributors – primary and secondary
  • demand point- where veterinary medicines are retailed to users – sales and dispensing
    • Type of retail outlets for AMs; number and density
    • Level of technical capacity manning the retail outlets
    • Categories of animal health service providers – number and density
    • # of vet clinics pr animal hospitals
    • Consumers – who are they and proportions 
    • Sources of medicated feeds and drugs to be incorporated

B. Stakeholder linkages- the network and relations 

C. Vet medicines regulation including stewardship policies and use guidelines

  • Regulatory bodies, role, staff capacity and distribution
  • Price controls
  • compliance levels with legislation and barriers to compliance
  • proportion of veterinary antibiotics sold with and without prescriptions – from which demand points  and technical categories involved
  • legislation
  • antimicrobial stewardship strategy
  • antimicrobial use guidelines

2. Registered veterinary medicines products in the country

  • List and # of registered ingredients and  formulations
  • % of registered veterinary medicines that fall within the WHOs and OIE lists of priority drugs
  • % of antibiotics; Antivirals, antiparasitic, antifungal locally manufactured in the country disaggregated by volume and number of products.
  • % of antibiotics; Antivirals, antiparasitic, antifungal imported into the country disaggregated by volume and number of products.

3. National and stakeholder information systems to capture flow of AMs- at import, export, wholesale, retail and farm levels

4. Identify challenges encountered by the various actors in the veterinary medicines supply value chain

5. Approach – the consultant is expected to use the following approach

  • Literature (published and grey) review
  • Conduct stakeholder workshop to map the supply chain actors and roles
  • Conduct key informant interviews – with the stakeholders
  • Collect publicly AMU available data from relevant agencies and analyse to generate data on the required variables
  • Work in collaboration with FAO AMR Team to develop a wholistic report on various aspects of AMR in Mozambique
  • Present the report to stakeholders for validation
  • Prepare the final report

Candidates will be assessed against the following

Minimum Requirements

  • University Degree in Pharmacology or Veterinary Medicine with experience in Pharmacology
  • Good skills in design of cross-sectional surveys, data collection methodologies and analytical skills such as use of statistical software
  • Experience with advance management of pharmacy is an asset
  • Experience in document review and analysis
  • Excellent knowledge on antibiotic resistance and Antimicrobial use.
  • Portuguese mother tongue with working knowledge of English.
  • Nationality of Mozambique or resident in the country with a regular work permit.
