Norwegian Church Aid (NCA) has been providing humanitarian and development assistance in South Sudan since 1972. Based on the Christian faith, NCA works for the benefit of the poor, destitute and oppressed regardless of gender, race, political opinion, or religion. In order to achieve long-term results, NCA co-operates with local and church organizations working with humanitarian intervention, long-term development programs and advocacy. NCA is a member of the ACT alliance, an umbrella organization of faith-based Protestant Christian organizations. NCA in South Sudan specialises in the area of Water and Sanitation (WASH), Psychosocial Work, Reproductive/Gender Based Violence, Peacebuilding and Emergency. NCA has field offices in Torit and Kuajok. 

The Position

NCA is looking for a suitably qualified and experienced South Sudanese national to fill the position of Gender Based Violence-ASRH Coordinator, based in Juba.**

Job Summary

Under the direct supervision of the Head of Programmes, the GBV/SRHR Coordinator will design, manage, supervise and co-ordinate the direct implementation of GBV-SRHR activities in South Sudan. The scope of the work shall include planning of GBV-SRHR programme activities, capacity building, support for staff and partners, reporting, monitoring progress of activities and making the necessary adjustments.

Key Responsibilities & Tasks 

1. Designing, planning & implementation of GBV and Sexual Reproductive Health activities

  • Give support & direction in designing, planning & implementation of GBV-SRHR activities
  • Develop interventions including, but not limited to, advocacy initiatives, awareness raising, targeted trainings, to strengthen GBV prevention and response based on data
  • Ensure all planned activities take place as per the objectives & work plan
  • Ensure GBV-SRHR is managed within the approved budgets and timeframes, and according to NCA financial policies
  • Follow up referral pathway to ensure that care is provided to survivors
  • Ensure adherence to NCA’s approved programme protocols and training of staff and partners on the same
  • Ensure co-ordination and collaboration on all GBV-SRHR related activities at country and field level by Liaising and making referrals
  • Organize training sessions for GBV-SRHR staff and partners
  • Participate in multi-disciplinary team and sector meetings regarding GBV-SRHR
  • Promote a positive profile of the GBV-SRHR program among other sectors, partners, and the community members.
  • Support partners in offering Case Management services to clients/survivors

2. Project Monitoring & Evaluation 

  • Ensure periodic reports are analyzed, compiled and submitted to the Head of Programme
  • Ensure GBVIMS and 5Ws reports are prepared and submitted on time to the cluster focal person
  • Regularly monitor Project activities and provide feedback to PMER team for adjustment as need arises.
  • Lead in the preparation of GBV-SRHR sector operation plans/work plans & reviews
  • On a regular basis, work with the GBV-SRHR focal persons on programme performance, reviews, and adaptations where necessary
  • Set targets for GBV-SRHR as per annual objectives and outcomes
  • Develop Communication tools to capture the impact of SRHR and GBV interventions
  • Assess for gaps in programming and provide ways of addressing them
  • In collaboration with the GBV officers, analyse the GBV data to inform program interventions
  • Ensure proper documentation of all project activities including case studies & human-interest stories
  • Maintain accurate records and prepare reports for action
  • Assist in mid-term and end of project reviews/evaluations

3. Staff supervision 

  • Hold planning sessions with staff and prepare work plans for the unit
  • Hold regular individual sessions with the GBV Officers to review progress against annual objectives
  • Assign tasks to SRHR and GBV Officers to ensure effective, efficient, and timely implementation
  • Conduct regular meetings with partners and Support Group members
  • Conduct regular site monitoring visits where necessary
  • Provide psychosocial support and mentorship to staff and partners

Educational/Professional Qualifications, Experience and Skills 

All applicants need to meet the following minimum qualifications:

  • MUST hold a university degree in Law, Psychology, Nursing/midwifery, Anthropology, Social/Gender studies or closely related field
  • MUST have served in a similar position for at least 3 years in the last 5 years and must have had supervisory responsibility over national staff, budgetary oversight, program planning and management.
  • MUST have in-depth technical expertise on prevention of Gender Based Violence and sexual and reproductive health rights including having a clear understanding of gender inequality, and issues surrounding violence against women and girls
  • Proficiency in the use of GBVIMS, 5Ws and other Case Management reporting tools
  • Very good facilitation skills with proven record of providing trainings and workshops on gender and GBV topics in a variety of settings
  • Excellent Analytical, Communication and Report writing skills
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, partners, duty bearers and other stakeholders
  • Excellent Negotiation and Conflict Resolution skills
  • Ability to maintain one’s composure while under pressure
  • Self-starter with an ability to work with minimal supervision, in a culturally diverse team
  • Well versed with Humanitarian Accountability Standards e.g., Core Humanitarian Standards
  • Fluent in both oral and written English and Arabic
