Short-Term Consultancy: Diagnosing and Reducing Extractive Sector Corruption Risks

The Natural Resource Governance Institute (NRGI) is a not-for-profit group that promotes transparency and good governance in the oil, gas and mining sector. We seek a consultant knowledgeable in corruption in the extractive industries who can support one of our anti-corruption projects to be implemented during November 2021-August 2023.
Building on the first phase of the project (“Supporting EITI actors to diagnose extractive sector corruption risks,” 2020-2021), NRGI proposes to conduct further extractive sector anticorruption activities, including:
- Strengthening the NRGI extractive sector corruption diagnostic tool, developed in the first phase, so that the tool covers additional topics, is more user-friendly, and reflects lessons learned from its initial uses;
- Encouraging and supporting the use of the diagnostic tool, including by multi-stakeholder groups (MSGs) in EITI implementing countries, to:
- conduct evidence-based assessments of corruption forms and associated risks;
- prioritize which corruption challenges are most suitable to address; and,
- convene multi-stakeholder forums to prioritize their anticorruption agenda and create action plans.
- Supporting EITI stakeholders to become more effective anticorruption actors, through the provision of recommendations, guidance, and capacity building resources, as well as encouragement and inspiration.
Scope of Work
To support this project, we seek to hire a short-term mid-level consultant to help us deliver on some of the activities outlined above.
The consultant’s work will include (with tentative number of days):
- Contribute to the revision and improvement of the corruption diagnostic tool, incorporating lessons learned from initial uses, new additions, and further revisions, including the development of new topic modules for the corruption diagnostic tool (energy transition; artisanal and small-scale mining; and other identified). (20 days)
- Support to the development of a digital version of the corruption diagnostic tool. (10 days)
- Contribute to a follow-up guidance memo for EITI stakeholders based on the August 2021 “Recommendations for strengthening the role of EITI in the fight against corruption” and to a position paper ahead of the next EITI International Conference suggesting precise areas of revisions for the EITI Standard to make it more relevant to anticorruption efforts. (15 days)
- Contribute to the development of new anticorruption training materials for EITI stakeholders. (10 days).
- Other small research tasks related to anticorruption issues (5 days).
Qualifications
Required:
- Experience with extractive industries governance issues
- Some experience with corruption assessments and anti-corruption responses more generally
- Excellent and proven research and writing skills
Preferred:
- Familiarity with multi-stakeholder initiatives like EITI
- Work experience in developing countries
- Experience with working with website or digital tool developers
Availability
As soon as possible (November 2021) and for a period of 1-year. Our top preference is for the consultant to be able to start in November 2021 and remain available until Autumn 2022.
We estimate the total assignment may require more than 60 days of work.
