UNICEF is providing support to Government of Ukraine to ensure access to safe water and sanitation to the affected children, women, and men in eastern Ukraine. The overall objective of WASH response programme is to support the Government’s efforts to ensure access to safe water and sanitation to the affected children, women, and men in Donbass region. The WASH response programme supports the achievement of human rights to water and sanitation during the conflict in eastern part of the country and assists in protecting the children, women and men from water related diseases. UNICEF has been providing WASH services to more than 1,000,000 conflict affected children, women, and men since 2014.
Since the start of the conflict in 2014, the water supply, sanitation, and hygiene situation in Non-Government Controlled Areas (NGCA) of Ukraine has been negatively affected.
In NGCA, particularly in Luhansk in 2021, many schools, orphanages, kindergartens, elderly people’s care homes and healthcare facilities have poor access to drinking water and have inadequate toilets. Especially in the time of the COVID-19 pandemic there is a need to support these institutions with improved facilities, and especially to help improve hygiene conditions in elderly care homes and hospitals. Moreover, many people still do not always have full access to basic hygiene supplies: sometimes people struggle to afford items like washing powder or adult diapers. Hygiene messages, in general, are positively reinforced by the UNICEF WASH team.
Purpose of assignment:
Provide consultancy services for UNICEF WASH programs in Luhansk region (NGCA) mainly focusing on following tasks, aiming at improving access to water, sanitation and hygiene to all children and their families:
- Rehabilitation of WASH facilities in Social institutions in Luhansk NGCA:
- Rehabilitation of de-centralized and centralized water systems in Luhanska NGCA:
- Procurement and distribution of spare parts and equipment for Luhanskvoda water company:
In addition, the WASH consultant is expected to have the following responsibilities:
1. Programme development and planning
- Draft updates for WASH in the situation analysis, to inform the development of WASH-related projects. Research and report on trends in WASH, for use in project development.
- Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness, and relevance of information.
- Prepare analysis of WASH sector needs and priorities.
- Provide technical support to UNICEF WASH Officer in, preparing materials/documentations, complying with the technical requirements of projects.
- Prepare required documentations/materials to facilitate review processes.
2. Technical and operational support for programme implementation
- Undertake visits to project sites, collect, and share reports. Report critical issues, bottlenecks, and potential problems to supervisor, for timely action.
- Provide technical and operational support to support programme implementation.
3. Innovation, knowledge management and capacity building
- Assist in the development, implementation of WASH action research and innovation (technical or systems).
- Collection, and coordination for smooth receiving and distribution of emergency supplies.
Deliverables:
1. Rehabilitation of WASH facilities in seven Social institutions in Luhansk NGCA (55 working days)
- Technical supervision of the rehabilitation and construction work implementation, quality assurance and sharing of expertise
- Ensure regular expert and technical discussion with the representatives of the participating social institutions and construction/rehabilitation agencies.
- Verification of the pertinence of technical needs, development of related specifications
- Weekly progress reports are prepared and shared with UNICEF WASH Officer
2. Rehabilitation of de-centralized and centralized water systems in four settlements of Luhanska NGCA (55 working days)
- Technical supervision of the rehabilitation work implementation, and quality assurance of the work implemented by UNICEF vendors or implementing parties.
- Regular expert and technical discussions with representatives from Luhanskvoda, representatives of the implementing Partner and sub-contractor
- Verification of the pertinence of technical needs for water system upgrade, development of related specifications
- Weekly progress reports are prepared and shared with UNICEF WASH Officer.
3. Technical and expert advice on spare parts and equipment for Luhanskvoda water company (44 working days)
- Technical and expert verification of the needs of the LuhanskVoda company, in coordination with the company staff.
- Liaison and technical discussion with the water company representative on the storage and use of the spare parts and other materials donated by UNICEF
- Weekly progress reports are prepared and shared with UNICEF WASH Officer
Other information:
The duration of the assignment is 7 month, 154 working days in total. The full-time Contractor is eligible for paid-time off (1,5 days per month) and UN holidays. The payments for the provided services will be made on monthly basis, based on the submitted report on the tasks completed for the period.
Requirements:
Education: Bachelor's degree in water engineering, construction engineer or similar and relevant.
Professional experience:
- Two years of professional work experience in water or construction engineering, preferably in the UN or other international development organization or private sector and national government and field work experience
- Knowledge about WASH and UNICEF working environment and educational system/conditions will be an advantage
Language requirements: Russian/Ukrainian - native/proficient, English is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
