Background

This is a local recruitment. Only Myanmar nationals, individuals with residence status or the appropriate employment visa for Myanmar are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Myanmar. This position will be based in Yangon with frequent travel to project fields.

IUCN major projects in Myanmar are the SDC Gulf of Mottama Project, coordination of the Critical Ecosystem Partnership Fund (CEPF) grant making in Myanmar, tiger conservation in the Myanmar-Thailand border areas, and a new SDC Building River Dialogue and Governance (BRIDGE) project in the Salween River Basin. IUCN Myanmar works closely with the Science & Strategy Group (SSG) based at IUCN’s Asia Regional Office (ARO) in Bangkok.

Job Description

Major Responsibilities

Under the guidance of the Head, Indo-Burma Group (IBG) and in close collaboration with country staff and regional specialists, the PC will lead the programme team and assist the Head, IBG in developing new project/programme concepts and proposals, and monitor performance in achieving programmatic and financial objectives.

The main responsibilities of the PC are:

  • Programme and Project Development
  • Programme and Project Planning, Monitoring and Reporting
  • Capacity Development in Planning, Monitoring/Evaluation and Reporting

Programme and Project Development

  • Lead the programme development in coordination with governmental, non-governmental and other civil sector partners, as well as with members of the international community and development partners in Myanmar;
  • Assist the Head, IBG in mapping out strategic priorities.
  • Provide programme development support and advice to staff in the preparation of project concepts and proposals, including facilitating technical input and reviews by SSG;
  • Assist the Head, IBG in developing new opportunities in coordination with donors, members and partners and producing quality project proposals in close cooperation with both technical staff and SSG;
  • Work with country-level and regional finance on matters related to financing and sustainability, notably, updating and review of ABC list, preparation of project budget and donor contracts, definition of the core functions and costs of IUCN, integration of annual work planning and budgeting, and new financing mechanisms;

Programme and Project Planning, Monitoring and Reporting

Support the Head, IBG in effectively coordinating the IUCN Myanmar Programme to ensure coherence and integration across the programme as well as with the Asia Region and globally, and to this end:

  • Coordinate the process of country programme and project planning, monitoring and reporting in accordance with guidelines established for the Asia Region and globally;
  • Ensure that IUCN Myanmar staff fully operationalise the IUCN Project Portal and Project Appraisal and Approval System (PAAS)
  • Ensure development of good quality strategic, intersessional and annual work plans, including the development and regular monitoring of programme and project work plans;
  • Work with the heads of IBG, HR and Finance on matters related to preparation of project budget and donor contracts, definition of the core functions and costs of IUCN, integration of annual work planning and budgeting, and new financing mechanisms;
  • Liaise closely with thematic units and projects to ensure outputs and commitments identified in work plans are delivered in a timely and effective manner and any resulting products are of high quality;
  • Integrate monitoring and evaluation in the work of all projects including the development and use of performance indicators for quality management;
  • Ensure that lessons learned in various projects and units of IUCN Myanmar are documented and internalized in the current and future work of the country office.
  • Ensure regular programme reporting requirements by both donors and IUCN Asia Regional Office (ARO) are met (e.g. Quarterly Progress-Reports & Annual Report);
  • Ensure strong links between communications/knowledge management and programme coordination and delivery.
  • Be directly responsible for leading the implementation of BRIDGE Salween and for the management of a thematic program and or project implementation as required, playing the role of thematic head or project manager.

Capacity Development in Planning, Monitoring, Evaluation and Reporting

  • Facilitate, guide and assist all programme units in using the tools and techniques available in Asia Region and globally for work planning, M&E and reporting;
  • Provide overall guidance and advice on project development, proposal writing and donor intelligence;
  • Identify needs for technical support and recommend to the Head, IBG on how these may be met.
  • Undertake specific capacity building measures and exercises (training, mentoring, other) as necessary
  • Share and present technical assistance and knowledge to other project staff in the application of technical principles, concepts and methods
  • Identify technical assistance needs and training resources among project staff, partners, counterparts and stakeholders

Other Tasks

  • Represent IUCN Myanmar in external and internal IUCN meetings at national, regional and international levels, as needed;
  • Undertake any other tasks as may be assigned by, and mutually agreed with the line manager.

Requirements

  • Advanced university degree in natural resources management, environment, economics, or a relevant field.
  • At least 8 years of progressively responsible experience in project management with at least 5 years in a managerial/leadership capacity. Knowledge of ICM, FLR, water governance, or other relevant field preferable.
  • Excellent understanding Myanmar’s political landscape and CSO networks.
  • Intellectually curious and ability to identify innovative solutions to complex problems.
  • Demonstrated experience in proposal development and fund raising and in all phases of program implementation, including planning, execution, M&E, and technical and financial reporting.
  • Excellent interpersonal and team building skills, experience leading and managing a multi-national and multi-cultural team.
  • Ability to work under pressure and to meet and deliver deadlines.
  • Willingness to travel frequently within Myanmar.
  • Strong communication skills and fluency in written and spoken Myanmar and English; ability to communicate in an ethnic minority language an advantage.
