The Nordic International Support Foundation (NIS) implements a large range of projects together with donors and key national stakeholders to assist countries and communities to successfully emerge from conflict.
Background Information
Galmudug is facing numerous environmental and socio-economic challenges including environmental degradation, climate change, widespread poverty, development of sand dunes in the coastal areas, and lack of environmental awareness remain the key obstacles for achieving substantial progress towards sustainable management of environmental resources. This will further impede the state capacity to build on resilience of the people, property, environment, and economy and reduce vulnerability.
The Ministry of Environment, Climate Change and Rural Development of Galmudug was established as one of the Government institutions mandated to handle, protect, conserve and sustainably manage the environment and natural resources in Galmudug. The Ministry is responsible for the coordination and supervision of the environment and climate change issues in particular.
The Ministry of Environment, Climate Change and Rural Development is in development condition in regards to human and organizational capacity as well as other capabilities. It’s intended to enhance institutional capacity to promote the quality of our service delivery to the citizens of Galmudug. The Ministry is in need of highly qualified advisors and experts to provide expertise needed to develop plans and programs, strategies and policies in critical areas (environmental governance, legal framework, climate change, natural resource conservation, environmental awareness) and to set up essential systems in key functions and train the core staff of the Ministry.
Activities and Key Expected Results
The Ministry of Environment, Climate Change and Rural Development of Galmudug with support from NIS Foundation is seeking a professional and experienced Senior Advisor to assist the Ministry deliver on its mandate and function. The Advisor will provide strategic advisory and technical support to the Ministry of Environment, Climate Change and Rural Development delivering its mandate, functions and overall priority setting, oversight, coordination and delivery of its priorities and programs. The Advisor will also be responsible for providing policy and technical advice, as well as implementation support.
Duties and Responsibilities
The Senior Advisor will be responsible for the following tasks:
- Strengthening the capacity of the Ministry to undertake its mandate.
- Provide technical support, in the design, development, implementation, monitoring and evaluation of ministry activities.
- Provide multi-disciplinary planning services and preparation of environmental progress and projects with the focus on land degradation control, biodiversity conservation, climate change adaptation, sand dune stabilizations, nursery establishment, rural development, technical training needs and resolution of conflicts over natural resources.
- Enhancing environmental education and environmental awareness.
- Develop plans for sustainable management of environmental resources.
- Advise on the development, implementation and assessment of the work plans.
- Identify and analyze training needs, technical issues and challenges facing the ministry and submit recommendations accordingly.
- Identify, establish and strengthen relations with ministry, national and international partners that could provide technical and advisory support to build the technical capacity of the ministry.
- To conduct capacity assessment and develop capacity building plan based on the findings for effective implementation of environmental policies, laws strategies and action plan.
- Provide on job training, capacity building, and guidance national staff engaged in the planning, assessment of environmental governance, implementation, and evaluations
- Provide other advice and support as may be required by the ministry.

- Demonstrated experience in participatory processes and facilitating dialogue between government, private sector, international development partners and civil society organizations.
- Good communication skills.
- Strong oral and written communication skills.
Required Skills, Education and Experience
- Level of education: Master’s Degree or higher education degree;
- Area of study: Environmental Planning, Environmental Science, Sustainable Development or a related field.
- Years of work experience: 5-8 years
- Language needed: English and Somali
- Other requirements: organizational skills, project planning and management, task management, excellent communication and analytical skills.
