Program Overview

The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and inclusive. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that can be used to scale this approach into a National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, and Papua provinces. Other project portfolio in these provinces include, but not limited to, Land Use Accountability (LUA), Peatland Mapping and Restoration, and Forest Law Enforcement, Government, and Trade (FLEG-T). As a support for tenurial conflict resolution, WRI Indonesia develop an initiative of a collaborative research with The Executive Office of the President (KSP). This initiative is aligned with the President target to resolve 137 of tenurial conflict cases by 2021.  

Job Responsibilities

System Analyst is responsible to assist The Executive Office of the President (KSP) for a joint research among WRI-Indonesia and some key stakeholders as The Ministry of Environmental and Forestry (KLHK) and The Ministry of Land and Spatial Planning/National Land Agency (ATR/BPN) on analysis and development of national tenurial conflict database system. The support is included:

  • Examine existing IT systems and business models of national tenurial conflict database
  • Implement, configure and test feasible solutions of national tenurial conflict database
  • Support KSP team members for engagement process with related Ministries / Agencies and CSOs

Reporting to the Social Forestry and Conflict Transformation Manager WRI Indonesia, he/she will also liaise closely with, other partners as relevant ministries, local authorities, universities and civil societies.

Job Qualifications

Required Qualifications:

  • Legally able to work in Indonesia.
  • Bachelor degree in a related field, preferably with coursework in law and other relevant subjects.
  • Minimum 2 years of professional working experience in IT, computer science, business information system or geographic information system.
  • Fluent in Bahasa Indonesia and adequate in professional English

Preferred Qualifications:

  • Understanding of Agrarian reform/land reform Issue
  • Understanding of LAPOR system
  • Understanding of One Map Initiative Issue
  • Understanding of tenurial conflict Issue

Period of Work

5 (Six) months of initial contract from 1 June – 30 October 2021 with possibility for extension subject to individual performance, budget availability, and project needs.

Terms of Payment

Daily rate consultant with maximum 100 working days for the whole contract period

Must have authorization to work in Indonesia to be eligible for this position.

Final candidates might be required to take a writing test and to produce two writing samples when needed.

Consultant rate: Consultant rate is commensurate with experience and skills.
