The Yemen Country program was established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment and Education programming in eight governorates. The Country Program operates with its Country Office in Sana’a and its main Field Office in Aden. Other sub-field offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahj, and the Abyan office covering activities in Shabwah.

Job Overview/Summary:

Reporting to the EH Manager in Aden, the Emergency Snr. Environmental Health Officer will be responsible for overall implementation, supervision and monitoring of the EH components of EPRM activities implemented directly by IRC and through local partners in south Yemen.

He or she will participate is vetting or conducting due diligence of potential local partners, and will participate in reviewing proposals submitted by the partners, and recommending award. During monitoring visits to projects sites, the Emergency Snr EH Officer will coach, mentor and capacity-build partners on standard practices in emergencies!

Additionally the Emergency Snr EH officer will provide be the technical lead in emergency WASH responses whenever an emergency occurs within areas of IRC operation and where partners are operating.

Major Responsibilities:

  • In collaboration with other members of the EPRM team conduct rapid assessments to identify WASH needs in communities affected by an emergency in form of a conflict, floods, or any calamity!
  • Participate in due diligence of partners in order to assess their capacity to implement WASH activities.
  • Participate in the review of proposal submitted for funding.
  • Undertake regular and frequent supportive field visits, and monitor progress of activities.
  • Provide weekly and monthly reports, and review biweekly and monthly reports submitted by implementing partners.
  • Ensure accountability to donors and beneficiaries and share necessary information to support program quality, and work with the EH Manager to ensure accurate documentation of EH activities and lessons learned.
  • Performs other task as requested by the EH Manager.

Key Working Relationships:

  • Coordinate WASH intervention with Partnership Coordinator, EH Manager, Health, ERD, and Protection colleagues.
  • Closely follow up and work closely with supply chain unit in timely procurement, selection and inspection of EH goods and services.
  • Liaise with HR in staff recruitment, and Finance Unit in budget preparation and utilization.

Qualifications

Job Requirements:

  • Proven experience managing WASH program.
  • B.SC of civil engineering, hydrology, or public health engineering degree, master degree is an advantage.
  • Experience managing WASH activities for 7 years in lieu of the degree may considered.
  • Proposal writing skills
  • Non-Governmental Organization (NGO) experience preferred.
  • Fluency in English and Arabic.

Work Environment

This position is Aden-based with considerable amount of time spent in field, both within IRC areas of operation and outside these areas where partners will be implementing activities.

You will have a shared office space with EH colleagues in Aden, and will have access to a laptop computer and a fairly-stable internet. The post holder will spend up to 60% of their time the field.

The IRC has a Field Office in the South in Al Dhalee town, with activities in Al-Azariq, Al Dhale’e, Qa’atabah, and Al-shu’ab districts. IRC has another field office in Lawder-Abyan Governorate with activities in Lawder, Mudiyah, Al Wadea, Khanifer, and Rused districts.
