Program Overview
Launched in early 2016, WRI Indonesia is currently carrying out One Map Initiative (OMI) Program, which is aimed at helping the Indonesian Government to accelerate implementation of the One Map Policy. The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that could help address conflict on the local level and could be scaled-up into the National One Map Initiative.
The main objective in this development is to support One Map Policy (OMP) in Indonesia by contributing to information technology platform integration, with the purpose of effectively facilitating and supporting digitalization of government systems. Along the way, challenges exist such as geo-references issues, lack of data, outdated data, inaccuracy and difficulty in accessing data, hence decision-making processes could still be optimized.
The main goals are developing and maintaining applications built with PHP web frameworks to support geospatial information management. WRI Indonesia is currently assisting government to develop and maintain:
- SIMOJANG, a monitoring and evaluation system for National Geospatial Information Network (JIGN) by government.
- PetaKita, a mobile application to facilitate participatory mapping by local stakeholders.
- E-Learning, an online education platform to advance capacity building.
- Other existing and/or new relevant IT programs related to One Map Initiative within WRI Indonesia.
Job Responsibilities
IT Technical Work (80%)
- Provide expertise on Information Technology (IT) in technical and operational aspects to support WRI Indonesia’s One Map Initiative and government-related activities.
- In collaboration with wider WRI Indonesia’s IT team, conduct or support programming and development processes towards effective and efficient IT platforms to accelerate the implementation of One Map Initiative.
- In collaboration with the Project Lead and WRI Indonesia’s Jakarta Team, co-design business processes that can accommodate user needs for One Map Initiative, as well as developing sub-national technical instructions and Standard Operating Procedures.
Communication Related to IT Works (20%)
- In consultation with the IT Specialist & Project Lead – solve problems, giving the options for optimisation, and co-develop strategy to meet the deadline and arrange the schedule needed to deliver products in/on time.
- In collaboration with other WRI teams in regional office to align with the One Map Initiative programs, such as debugging geoportals, updating system, and any other issues related to online system in respected regions.
Deliverables
- Monthly report of the project progress
- At the end of the assignment, the Consultant shall submit a consolidated report consisting all deliverables that includes the accomplishments of the Consultant for the period of the assignment, including brief explanations on constraints experienced and any recommendation for improvement.
- Brief reports and products/results of each assignment must be completed in a timely manner andsubmitted in electronic to the Sustainable Land Use Project Lead and in consultation with IT Specialist.
- User training for key partners or other targeted users
Job Qualifications
Required Qualifications:
- Legally able to work in Indonesia.
- Bachelor's degree in a related field, preferably with coursework in information technology, software engineering, computer science, and/or information management system.
- Professional working experience in the field of IT as well as able to demonstrate skills and knowledge to perform this assignment professionally.
- Minimum three years of experience in PHP.
- Minimum two years of experience working with local governments, civil societies and/or the private sectors entities.
- Able to work independently and with integrity.
- Fluent in Bahasa Indonesia and English.
Preferred Qualifications:
- Understanding of, and experience in Laravel Framework
- Understanding of, and experience in Flutter or React Native
- Understanding of, and able to develop application using these additional technologies:
- Unix and Linux environment.
- Git.
- GeoServer and QGIS.
- Understanding of, and able to design and setup server and network configuration.
Period of Work
This works is expected to be conducted immediately until April 2021, with possibilities of extension upon individual performance, program needs and budget availability.
Terms of Payment
Daily rate consultant with maximum18 working days per month
Must have authorization to work in Indonesia to be eligible for this position.
Final candidates might be required to take a writing test and to produce two writing samples when needed.
Consultant rate: Consultant rate is commensurate with experience and skills.
