Program Overview

The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that could help address conflict on the local level and could be scaled-up into the National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, and Papua provinces. Other project portfolio related to One Map Initiative includes, but not limited to, Land Use Accountability (LUA), Peatland Mapping and Restoration, Social Forestry, and Forest Law Enforcement, Government, and Trade (FLEG-T).

To this end, WRI Indonesia is currently developing radar-based forest monitoring system known as Radar Alerts for Detecting Deforestation (RADD) with partners to make it much easier for companies and other stakeholders to see deforestation happening in near-real-time and with greater accuracy. With this information, users can more quickly mobilize follow-up actions on the ground and work to improve the sustainability of commodity supply chains.

The consultant will be based in Jakarta to support the One Map initiative team in developing the GIS part of the platform. He/she will work together with the sustainable commodities team and providing technical support to create automation process in producing prioritized alerts based on raw changes from radar detection.

The consultant will report to WRI Indonesia Sustainable Commodities and Business Manager, and coordinate with WRI Indonesia One Map initiative team. The work will span for 3 months with probability of an extension, focusing on selected deliverables as agreed by WRI Indonesia.

Job Responsibilities

Technical Works (80%)

  • Work directly with Product Owners to translate business needs to technical requirements and specifications;
  • Work closely with stakeholders and provide the deliverables with high quality of standards;
  • Develop, test, and deploy automated prioritization script;
  • Participates in the design, development and implementation of complex applications;
  • As needed, coordinated with existing team of sustainable commodities researchers;

Project Management and Reporting Works (20%)

  • Technical specification report according to WRI Indonesia’s report template;
  • Provide general support to WRI Indonesia One Map initiative team working on the platform as needed.

Deliverables

  1. Automated prioritization alerts from raw changes radar detection.
  2. Final Report of Technical Specification pertaining to system architecture and recommendations for improvement 

Job Qualifications

Required Qualifications:

  • Legally able to work in Indonesia;
  • Bachelor’s degree in a related field, preferably with coursework in Computer Science, Computer Engineering, Electrical Engineering, Geoinformatics or equivalent experience;
  • Deep working knowledge of Lean-Agile methodology;
  • 5+ Years Overall Work experience in software development life cycle (SDLC);
  • Full Stack Developer (JavaScript, PostgreSQL);
  • Demonstrable proficiency in using JS Charts libraries such as Highcharts or D3;
  • Familiar with web mapping libraries such as Leaflet, OpenLayers, or ArcGIS API;
  • Experience building web applications end-to-end;
  • Experience with MVC pattern and framework such as CodeIgniter, Laravel or Django;
  • Experience with Code Repositories systems and source control systems Experience using Source Code and Version Control systems like SVN, Git, etc;
  • Excellence in verbal and written communication, and in working collaboratively with a variety of colleagues and clients in a remote development environment;
  • Strong analytical and organizational skills;
  • Strong problem-solving skills;
  • Eagerness to learn, eagerness to help, eagerness to share;
  • Fluent in Bahasa Indonesia and English.

Preferred Qualifications:

  • General understanding of Open Geospatial Consortium (OGC) Web Services;
  • Experience with Agile development methodologies;
  • Experience building or working with RESTful web services via JSON or XML;
  • Have a portfolio(s) in building web platform using OpenLayers/Leaflet/ArcGIS API.

February – April 2021

Terms of Payment

Daily rate consultant with maximum 8 (eight) working days per month

Must have authorization to work in Indonesia to be eligible for this position.

Final candidates might be required to take a writing test and to produce two writing samples when needed.

Consultant rate: Consultant rate is commensurate with experience and skills.
