The International Development Law Organization is an intergovernmental organization dedicated to the promotion of the rule of law. With a joint focus on the promotion of rule of law and development, it works to empower people and communities to claim their rights, and provides governments with the know-how to realize them.

 

Background

The principles of the rule of law are embedded throughout the 2030 Agenda for Sustainable Development and well-articulated in Sustainable Development Goal (SDG) 16, which aims to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”.

As the only global intergovernmental organization exclusively devoted to promoting the rule of law as an enabler of peace, sustainable development and human rights, IDLO is fully committed to advancing Agenda 2030 and the SDGs, with a special focus on SDG16 and especially in lower and middle-income countries and fragile development contexts.

In the context of its new Strategic Plan 2021-2024, IDLO is committed to support fair, effective and equitable legal frameworks to help protect the environment and promote sustainable use and governance of land and natural resources. A rule of law-based approach to climate justice can enable concerted action at national and international levels and empower communities affected by climate change to claim their rights and participate in development.

In this context, IDLO is seeking an expert consultant to help develop a program of work on climate justice, particularly in fragile and developing contexts. The Expert will support policy, program and network development and increase the visibility, coherence and coordination of IDLO’s related portfolio, in line with its new Strategic Plan.

 

The Assignment

Under the supervision of the Director, Policy, Research and Learning, and as part of the IDLO internal Working Group on Climate Justice, the Expert will be responsible for, but not necessarily limited to, the following duties:

  • Provide technical leadership and help coordinate climate justice aspects of IDLO’s strategy, research, policy, and program development;
  • Lead / coordinate the IDLO internal working group on climate justice;
  • Identify opportunities for IDLO to expand its climate justice portfolio and contribute to the international dialogue on rule of law, development, and climate justice with a focus on Agenda 2030;
  • Building on IDLO’s Scoping Study on climate justice, develop a Climate Justice Strategy and champion activities within IDLO including through supplementing and strengthening a knowledge repository and hosting knowledge-sharing webinars;
  • Establish and strengthen strategic partnerships and resource mobilization in the area of climate justice and rule of law, with a view to building a climate justice program portfolio;
  • Help establish and coordinate a senior-level Climate Justice Expert Advisory Group;
  • Guide and provide technical drafting to support the finalization and roll-out of a report on climate justice and the rule of law;
  • Provide expert support to or lead duty travel to countries where IDLO delivers or develops climate change programs, including in fragile and conflict-affected countries;
  • Prepare talking points and briefing materials to participate in climate justice events; and
  • Guide and integrate climate justice into IDLO’s work at all levels, including through mentoring staff and other capacity development activities.

 

Ideal Candidate Profile

 

Education

  • Qualification in Law and a post-graduate degree in Climate Justice, International Relations, Development Studies, or related field;
  • Minimum 10 years of relevant professional experience in law and climate justice; and
  • Proven academic track record, including in researching and writing;

 

Languages

  • Fluent oral and professional writing skills in English are essential. Knowledge of additional languages would be an asset.

 

Technical competencies

  • Demonstrated knowledge of climate justice and rule of law issues through policy and programming;
  • Demonstrated knowledge of funding environment for climate justice;
  • Established policy network in climate change / climate justice / environmental law;
  • Solid experience of program design in climate change / climate justice / environmental law; and
  • Excellent policy drafting skills.

  • Proven ability to see tasks through and set and deliver results;

  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

 

Terms and Conditions

The consultancy will be Home-based for the period between 15 January 2021 and 1 July 2021. The total fixed lumpsum remuneration for the assignment will be € 30,000. Payment will be made upon receipt of deliverables of a high quality and upon approval by the supervisor, as per mutually agreed schedule. IDLO shall be responsible for the payment of the following expenses:

  • Standard Mission Coverage for any travel to field or headquarters locations, which includes round trip travel in accordance with IDLO policies and procedures; visa fees; accommodation; per diem; medical and mission insurance.

Any taxes payable are the responsibility of the Consultant. Time is of the essence and agreed deadlines must be respected for full payment of compensation.
