Overview of position
The 5 year project, upgrading the fishery sector in South Sudan, funded by the govt. of Canada, began in June 2014 & is scheduled to conclude in November 2020. The ultimate outcome of the project is to “increase food security of children, men & women in targeted regions of South Sudan”. The project intends to achieve this outcome through the following 3 interlinked intermediate outcomes:
- Increased quantity of both fresh fish, as well as fish products produced by fisher folk, is available for consumption in targeted states.
- Increased small scale business development related to the fishery sector by women in selected fishing communities.
- Improved fish resource management & delivery of services to the fishery sector by targeted institutions.
- The vast & highly productive Nile river ecosystem in the Republic of South Sudan (RSS) harbors a significant, but unknown, amount of fish & supports a simple fisheries value chain that has the potential to create employment & positively impact food security in South Sudan.
- An inland artisanal fishery exists around lakes, rivers & floodplains with fisher folk mainly using traditional fishing methods that limit their ecological impact. Much of these fisheries are seasonal with fisher folk dividing their time & labour between fishing, crop farming & livestock. These fisher folk & their fishing communities are amongst the poorest & least resilient social group to livelihood shocks & make up a significant part of the severely food insecure households in the country.
- This project addresses fishing communities & actors along the entire fisheries value chain, improving food security (in rural households, in particular), creating jobs & setting South Sudan’s fishery sector on a path of sustainable growth.
- The project has resulted in a larger number of deliverables, in terms of individuals trained on skills of relevance to the fishery sector & business development. The project has also helped establish multiple business associations and cooperatives. The project has also distributed equipment & constructed infrastructure to support a robust fisheries value chain in Central & Eastern Equatoria states.
- The project has also worked closely with ministries responsible for the fisheries sector’s management & development, to build capacity. Through its monitoring activities, the project collected a vast amount of information, mainly in terms of quantities delivered. Nonetheless, anecdotal evidence suggests that the project is also achieving considerable impact, in terms of income generated by fisher folk, traders & retailers along the value chain, as well as food security objectives. Nonetheless, a systemic approach to the collection of analysis of data is needed to better ascertain project outcome level results.
Role objectives
To provide monitoring services to report on project deliverables in terms of quantities (outputs) & quality in terms of impact / outcomes of interventions.
Expected outputs:
- Report reflecting the Performance Management Framework (PMF) with final beneficiary numbers & outcome (behavioral change) level results as a result of the interventions.
- Survey of beneficiaries for statistical significance.
- List of individuals surveyed.
- Final report with analysis of survey.

Project reporting
Inception report:
- Schedule of monitoring works by location & expected beneficiary group.
- Draft survey for each beneficiary group (designed to obtain information pertaining to PMF deliverables).
Final report: At the completion of survey & analysis, the final report will be submitted. It will include:
- Results of the survey, compiled in an accessible manner & as per the PMF.
- Analysis of outcome level results, as per the PMF.
- Descriptive / narrative section in outcome level results.
- Annexes, including, but not limited to: survey participants lists or numbers by group/location/activity; and survey questionnaire.
Key competencies
Technical evaluation criteria:
- CVs of those employees to be allocated to the works.
- The TL must have at least 5 years of M&E related experience, including work with international organizations.
- At least 1 year of experience in South Sudan is required.
- At least 3 years of experience in evaluation in the fisheries sector or the agricultural sector or rural development is required.
- Support staff must have at least 3 years of experience undertaking M&E activities in South Sudan.
Team management
This role has no team management responsibility.

Duration of the contract:
The duration of the contract is 17 days of works between 13th - 30th November 2020.
Language of the proposal:
- The proposal shall be written in English.
- The language of training will be English. An Arabic speaking should also be present to translate.
Currency of the proposal & cost breakdown:
- The proposal must be quoted in USD & the contract will be awarded in this currency.
- Payments shall be against actual activities carried out as evidenced by supporting documents accepted by our client.
