BACKGROUND

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Transparency International Secretariat (TI-S) in Berlin is seeking a filmmaker to produce a short film of approx. 40 minutes that tells a story about women, land and corruption in Sub-Saharan Africa.

The links between land corruption and women’s wellbeing and prosperity are evident across Africa. Women’s strong dependency on land as a resource means that land corruption disadvantages them more than men. Such corruption takes many forms, including traditions preventing women from inheriting land, bribery and sexual extortion by community leaders and land officials, and multinational investors appropriating land traditionally worked by women. Land corruption increases gender disparities, which undermines women’s livelihoods and social standing and, ultimately, perpetuates poverty.

The story of the film should tell how women in the region experience land corruption, how it affects their lives, and which strategies they follow against it. One specific issue the film could address is the sexual extortion women can experience in relation to land. Other issues are women’s participation in decision making over land, and the effect of large scale land investments on women.

Filmmakers are invited to pitch their ideas to Transparency International. The film should speak to a general global large audience. It is envisaged that the film will be screened at festivals and conferences.

OBJECTIVES

  • To produce a short film on women, land and corruption in Africa that speaks to a general global large audience.
  • To plan and support the distribution of the film and its screening at relevant festivals in the scope of the framework of this engagement.

EXPECTED DELIVERABLES AND TIMELINE

  • Develop an outline, and a detailed film treatment, in consultation with TI, describing all aspects of the planned production, by end of October 2018. Filming should take place in at least one and up to three countries in Africa; possible countries are covered in this publication.
  • Undertake all production planning, film production, post-production (including subtitles in English, as required) and preparation of finished film for distribution across various platforms including theatrical screenings and online dissemination, by end of March 2019 or earlier.
  • Support the development of a distribution plan and, in collaboration with TI, support the distribution of the film and its screening at relevant festivals in the scope of the timeframe of this engagement ending in June 2019.

All presentations and reports are to be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.

SELECTION CRITERIA

The Consultant should have the following qualifications:

  • Significant experience in film making and film production 
  • Experience in work related to natural resources, gender, and governance
  • Fluency in English
  • Knowledge of French desirable.

REMUNERATION AND COSTS

The Consultant should provide a detailed breakdown, before any VAT or other charges, of all their estimated costs, including but not limited to; total fee as a lump sum or standard daily or hourly rates, (if applicable) international travel, local transport, accommodation, work materials.
