The Project

The project, funded by ADB, aims for enhancing rural productivity and ecosystems services in Central Dry Zone (CDZ) forest reserves of Myanmar. Initial training and capacity development will be conducted in Mae Nyo Taung forest reserve in Meikhtila District, Mandalay Region, and once tested and refined, the packages will be scaled up to cover over 300,000 ha of Permanent Forest Estate (PFE) as well as surrounding villages and townships in the CDZ.

Main Duties in this Position

  • Contribute to development of project work plans and budgets
  • Establish work relationships with key international agencies (e.g. International Water Management Institute etc.), government departments (e.g. Department of Irrigation and Water Management), relevant NGOs and CSOs in water sector
  • Lead in conduct of water balance study using Water Accounting+ framework
  • Lead in the design and implementation of IWRM activities in project work plans, particularly biophysical and NR assessments, training and capacity building packages, remedial and related small scale infrastructure investments, M&E etc.
  • Provide advice and inputs to policy analysis related to proposed national water law
  • Provide relevant inputs to all financial and technical reports for ADB and the Global Environment Facility (GEF)

 

Expertise / Profile

  • An advanced degree in civil engineering, hydrological sciences, environmental management or related discipline
  • Proven technical and leading experience in water balance studies using Water Accounting+ framework
  • Proven technical and leading experience in the design and implementation of IWRM activities in project work plans, particularly biophysical and NR assessments, training and capacity building packages, remedial and related small scale infrastructure investments, M&E etc.
  • Proven experience in providing advice and inputs to policy analysis in the framework of national water laws
  • Minimum of one year professional experience in development cooperation and donor-funded projects
  • Proven regional experience in South-East Asia / Myanmar, preferably in the Dry Zone would be highly advantageous
  • Oral and written proficiency in English is considered mandatory

Time Schedule / Duration of Assignment

The project is scheduled to start by 3rd quarter 2018 and will run until 2023.

The duration of your assignment in this role is set for 10 person-months over the project period; the exact assignment times are subject to project needs.
