Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.
PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities:
Program Management:
- Lead the planning, implementation, monitoring, and evaluation of WASH and Shelter / NFI assistance programs in line with humanitarian standards and organizational guidelines.
- Design and conduct sector-specific needs assessment (NA), contribute to multisector needs assessment process, analyzing data and drafting respective NA reports.
- Develop detailed work plans and budgets for WASH and Shelter / NFI interventions, ensuring efficient and effective utilization of resources.
- Design and follow up on the projects’ procurement plans in close coordination with the logistics department.
- Collaborate closely with other program teams, including food security, livelihoods, CVA, and protection, to integrate WASH and Shelter / NFI interventions into broader assistance strategies.
- In collaboration with the Grants Manager, organize and lead program kick-off meetings, grant review meetings and grant closeout meetings and lead in developing and overseeing the PAH Project Implementation Tool.
Program Development:
- Keep her/himself informed about the humanitarian needs of populations affected in Ukraine, and regularly share information with the Head of Programs.
- Work on fund acquisition to address the WASH and Shelter / NFI needs in the operational areas in coordination with Grant Manager and Head of Programs.
- Participate in the proposal development/budget modification process in consultation with the Grants Unit.
- In coordination with the MEAL team, ensure a high-quality implementation and documentation of results and impact, including lessons learned, for WASH and Shelter / NFI programming.
- Contribute to the development of SOPs (program and operational), and ensure they are implemented in line with PAH and donor procedures.
- Identify gaps and adjust programming to ensure PAH is meeting targets and being responsive to new WASH and Shelter / NFI needs in the area.
Team Management:
- Leading the WASH and Shelter / NFI team in PAH Ukraine Mission, including hiring and management of staff, revision of organigram, performance reviews and goals setting, development of supportive relations with subordinates and conflict management.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to perform in their positions successfully.
- WASH and Shelter / NFI staff development incl. through introducing and revising capacity development plan for WASH and Shelter / NFI team members.
Partner Coordination:
- Establish and maintain strong partnerships with local implementing partners and relevant government authorities.
- Provide technical guidance and capacity building support to partners on WASH and Shelter / NFI programming methodologies, financial management, and reporting requirements.
- Financial Management:
- Oversee the implementation of WASH and Shelter / NFI activities by partners, ensuring compliance with financial, legal, technical, procurement procedures and donor regulations.
- Monitor expenditure against budgets, identify variances, and take corrective actions as necessary to ensure financial accountability and transparency.
- Provide a continuous review of the partners’ performance and implementation.
- Review and provide structured feedback on the partners’ submitted reports.
Reporting and Communication:
- Prepare timely and accurate reports for donors, government partners, and other stakeholders, highlighting program achievements, challenges, and lessons learned.
- Represent the organization in coordination forums, cluster meetings, and other relevant forums, including monitoring visits, advocating for the importance of WASH and Shelter / NFI interventions in humanitarian and development response.
Monitoring and Evaluation:
- Support MEAL team in developing and implementing robust monitoring and evaluation frameworks to assess the impact and effectiveness of cash and voucher assistance programs.
- Conduct regular field visits to monitor program implementation, identify challenges, and gather feedback from beneficiaries and stakeholders.
- Utilize monitoring data to inform program adjustments, identify best practices, and contribute to organizational learning.
Other duties:
WASH & Shelter/NFI Manager will be selected based on the qualification requirements described below:
- Higher professional education in the relevant field of study (master’s degree, specialist);
- Professional experience of more than 5 years
- At least 2 years of work experience in international or local NGO;
- Excellent verbal and written communication skills in English (is a must) and Ukrainian;
- Understanding of the context of locations;
- Understanding of international humanitarian work;
- Good interpersonal skills;
- Strong drafting, analytical, and research skills
