Access to water degenerated into a long-drawn-out conflict pitting Mberengwa Rural District Council and the Zimbabwe National Water Authority (ZINWA). The conflict, easily equated to what was expounded by political scientist and communication theorist Harold D. Lasswell of who gets what, when and how.
